‘Critics fear the new rules allowed the HMRC to use ‘bully-boy tactics’ to reclaim debts and questioned whether the Whitehall department could be trusted to apply them fairly as it desperately tries to shake off a reputation for shoddy customer service and blunders.

It comes at a time when the taxman is getting extraordinary powers to confiscate unpaid tax by raiding bank accounts without a courts’ permission.’
