The following short excerpts represent the true tenor and content of President Trump’s Sept. 19 UNGA address as a whole—not the selective clips which the lying media is endlessly repeating and elaborating. A glance at the full transcript or an uncut videotape will confirm this. No victim of the trans-Atlantic mass-media could have a clue why it was that Russian Foreign Minister Lavrov told AP he found the speech “remarkable,” and said, “I think it’s a very welcome statement, which we haven’t heard from an American leader for a very long time.”

Trump said, “We have it in our power, should we so choose, to lift millions from poverty, to help our citizens realize their dreams, and to ensure that new generations of children are raised free from violence, hatred, and fear.

“To overcome the perils of the present and to achieve the promise of the future, we must begin with the wisdom of the past. Our success depends on a coalition of strong and independent nations that embrace their sovereignty to promote security, prosperity, and peace for themselves and for the world.

“We do not expect diverse countries to share the same cultures, traditions, or even systems of government. But we do expect all nations to uphold these two core sovereign duties: to respect the interests of their own people and the rights of every other sovereign nation. This is the beautiful vision of this institution, and this is foundation for cooperation and success.

“Strong, sovereign nations let diverse countries with different values, different cultures, and different dreams not just coexist, but work side by side on the basis of mutual respect.

“Strong, sovereign nations let their people take ownership of the future and control their own destiny. And strong, sovereign nations allow individuals to flourish in the fullness of the life intended by God.

“In America, we do not seek to impose our way of life on anyone, but rather to let it shine as an example for everyone to watch. This week gives our country a special reason to take pride in that example. We are celebrating the 230th anniversary of our beloved Constitution—the oldest constitution still in use in the world today….

“In foreign affairs, we are renewing this founding principle of sovereignty. Our government’s first duty is to its people, to our citizens—to serve their needs, to ensure their safety, to preserve their rights, and to defend their values.

“As President of the United States, I will always put America first, just like you, as the leaders of your countries will always, and should always, put your countries first. (Applause.)

“All responsible leaders have an obligation to serve their own citizens, and the nation-state remains the best vehicle for elevating the human condition.

“But making a better life for our people also requires us to work together in close harmony and unity to create a more safe and peaceful future for all people….

“In fulfilling our obligations to our own nations, we also realize that it’s in everyone’s interest to seek a future where all nations can be sovereign, prosperous, and secure….

Finally, in conclusion, he said, “Now we are calling for a great reawakening of nations, for the revival of their spirits, their pride, their people, and their patriotism.

“History is asking us whether we are up to the task. Our answer will be a renewal of will, a rediscovery of resolve, and a rebirth of devotion. We need to defeat the enemies of humanity and unlock the potential of life itself.

“Our hope is a word and world of proud, independent nations that embrace their duties, seek friendship, respect others, and make common cause in the greatest shared interest of all: a future of dignity and peace for the people of this wonderful Earth.

“This is the true vision of the United Nations, the ancient wish of every people, and the deepest yearning that lives inside every sacred soul.

“So let this be our mission, and let this be our message to the world: We will fight together, sacrifice together, and stand together for peace, for freedom, for justice, for family, for humanity, and for the almighty God who made us all.

“Thank you. God bless you. God bless the nations of the world. And God bless the United States of America. Thank you very much.”

The great American System economist to Abraham Lincoln, Henry C. Carey, authored a book in 1851 titled “The Harmony of Interests.” He posed that the interests of industry, agriculture, and commercial enterprises were interdependent, as were the government, the business community, and the working classes. Lyndon LaRouche has long advocated that the same concept were essential for world peace and development among nations. In his January 2010 essay, “The Question Before Us,” LaRouche called for the “four powers” (Russia, China, India, and the US) to initiate a “mission-oriented process of transformation of the world’s economic systems, away from the presently ruinous effects of submission to an implicitly financially imperialist, global monetarist system,” and to create the foundation for “mutually beneficial, global cooperation among peoples organized as a community of respectively sovereign nation-states.”

Tuesday, at the United Nations, President Trump echoed that sentiment: “If we are to embrace the opportunities of the future and overcome the present dangers together, there can be no substitute for strong, sovereign, and independent nations — nations that are rooted in their histories and invested in their destinies; nations that seek allies to befriend, not enemies to conquer; and most important of all, nations that are home to patriots, to men and women who are willing to sacrifice for their countries, their fellow citizens, and for all that is best in the human spirit.”

Russian Foreign Minister Sergei Lavrov, for one, appreciated the speech. “I think it’s a very welcome statement, which we haven’t heard from an American leader for a very long time,” he said to AP and TASS, following a fruitful meeting with Secretary Rex Tillerson. He noted that the current sorry state of US-Russian relations is due to “the legacy of the Obama Administration.”

President Trump has rejected the “unipolar world” as promoted by the neoconservatives — both the Bush faction of Republicans and the Obama/Hillary faction of Democrats — who believe the US is the “only superpower” and must keep other nations weak (Russia and China, in particular) in order to maintain that dominating position. He has insisted on befriending Russia, and he has called for working with China on the New Silk Road. This is the root cause of the hysteria against him, centered in the United Kingdom and the corrupt elements of the intelligence communities of the Bush and Obama era, who are orchestrating a coup d’etat against the President of the nation.

That coup attempt began with an effort to stir up fear and anger against Russia in the US population, painting Trump as a Russian puppet. When that failed, they attempted to provoke race war in America, painting Trump as a white-supremicist. That, too, failed. All they have left is Robert Mueller, James Comey, and James Clapper, the Obama/Bush henchmen, all notorious liars, who have now been caught in yet another big lie in their frantic drive to bring down the US Government. As Trump charged in a March 4 Tweet: “Just found out that Obama had my `wires tapped’ in Trump Tower just before the victory. Nothing found. This is McCarthyism!” Comey and Clapper loudly denied any such wiretapping — but now it has been exposed that Trump’s campaign manager Paul Manafort, who had a condo in Trump Tower, was wiretapped during the period of his role in the campaign.

The Wall Street Journal, which has experienced internal turmoil over how to cover Trump’s presidency, published a powerful editorial today (see below), directly exposing: Comey’s and Clapper’s lies; the role of British intelligence in instigating the Russiagate scam; and the obstruction of justice by the FBI and the Department of Justice in blocking the Congressional effort to investigate the entire mess.

Helga Zepp-LaRouche today said that the screaming and yelling about Trump’s UN speech, focused only on his tough talk on North Korea, Iran, and Venezuela, is coming from those who are desperately trying to hang on to the old paradigm of the unipolar imperial world of Anglo-American domination. The political fight to establish a “community of sovereign nation states” has now been articulated by the President, while Vladimir Putin has consistently called for such a multi-polar world order, and Xi Jinping has consistently insisted that the New Silk Road is predicated precisely on such a community of sovereign nation states.

Bringing this new reality to the fore has never been so urgent, nor so feasible. The American people are grasping for the means to lift their spirits towards something better, in the tradition of the now-lost American System of Political Economy. The end of Empire is within our grasp, and a world based on the true dignity of Man through a community of sovereign nation states is the means to that end.

The following is a slightly edited transcript of Helga Zepp-LaRouche’s remarks in a discussion with European colleagues on Sept. 19.

The world is a very quickly moving place, and I would say the key battle will be: Will the financial crash bring down the trans-Atlantic system first, creating chaos and disorder, or will we be able to put it together—the United States and the European nations joining with the New Silk Road in a completely new system of economy? Now that may sound like a difficult thing for many people, but it is actually absolutely within reach.

First of all, the financial crisis is pending. You had the warnings from the BIS, the Adam Smith Institute, Giulio Tremonti, Die Welt, Der Spiegel, and so on. They’re all warning that the coming financial crisis is an “accident waiting to happen.” And it is really becoming a crescendo; it’s just not clear when: Will it be at the end of the present quarter, which is the end the annual fiscal year? Will it be detonated by some other thing?

But the key thing is, the inability of the financial elites, or their unwillingness, their complete unwillingness to do anything about the causes of the 2008 crisis, is now coming back with a vengeance. All the parameters are much worse than in 2008. If they increase the interest rates just a little bit, the “zombie banks,” the “zombie firms” will come crashing down. And this is the reality.

The present politicians who are covering up for that, are vastly, criminally responsible, because they are risking a tremendous hardship on the normal population if this would occur. It’s already occurring in the form of the rich becoming richer, the poor becoming poorer. And especially in Germany where we have this so-called “election campaign” right now, the complicity of the media to keep all of the relevant issues out of the debate, this is—Goebbels would be ashamed of having been an amateur and a nobody, compared to what these mass media are doing right now in terms of keeping the reality out of this: Both in terms of the dangers of the present system, but also obviously about the potentialities of the new system, the New Silk Road. And if people don’t know about it, what other choice do they have than to be pessimistic?

And that is a crime all by itself. If you deny people the options which are available, you force them to be culturally pessimistic, and then naturally you have such phenomena as the AfD [the right-wing “Alternative for Germany” party]; and then you have journalists like Jacob Augstein who said, Merkel is the mother of the AfD, but then his conclusion is that there’s nothing you can do, so just don’t go vote because there’s no point to it.

So these people are really evil.

On the other side, you have the dynamic of the New Silk Road which cannot be stopped, unless you have World War III, but it is progressing. And I think one of the most hopeful signs is really what former French Prime Minister Jean-Pierre Raffarin said at the special conference between the Boao Forum for Asia and some French institutions in France. He said Europeans should not lose any more time, and get on board the New Silk Road. The European economies need urgent recovery and that’s why they should cooperate immediately with the New Silk Road.

So that is the key dynamic. Anything else is a coverup and diversion. And the key issue for the European nations and for the United States is: Do we go down with the trans-Atlantic financial usury system, leading to World War III? Or do we join hands with the new system, which represents the New Paradigm for civilization?

So, that is the context in which everything else is taking place, including such really dramatic events as the UN General Assembly, which is taking place right now.

Or do we join hands with the new system, which represents the New Paradigm for civilization?

So, that is the context in which everything else is taking place, including such really dramatic events as the UN General Assembly, which is taking place right now.

Another crash is looming over the Wall Street-City of London financial system, and the warnings of it are coming faster and faster, from the IMF to the Bank for International Settlements to Britain’s Adam Smith Institute, whose report last week called it “an accident waiting to happen.” Even one of the biggest of those banks, Deutsche Bank, is itself warning of gigantic bubbles and a “sudden correction that could destabilize the financial system.” Some 10-20% of companies in the United States and European countries are going to go bankrupt with any significant rise in interest rates, they are warning — the Federal Reserve is likely to trigger that rise this week.

It is time to remember that Lyndon LaRouche made a dramatic, internationally broadcast warning in July 2007: “There is no possibility of a non-collapse of the present financial system none! It’s finished, now! The present financial system can not continue to exist under any circumstances, under any Presidency, under any leadership, or any leadership of nations. Only a fundamental and sudden change in the world monetary financial system will prevent a general, immediate chain-reaction type of collapse.” And in that broadcast, he spelled out — including in legislative actions by the United States — what could have stopped that terrible breakdown collapse of 2008.

He has spelled it out again now.

There are three countries whose leadership must prevent another descent into chaos and mass unemployment like 2008: China, which came through that chaos and has driven the biggest share of economic progress since then with worldwide infrastructure projects; the United States, whose President Donald Trump warned late last year of “a giant bubble on Wall Street” and pledged to restore growth; and Russia. The very thought of those three great powers collaborating in a new economic development paradigm — China’s “New Silk Road” of great infrastructure projects — completely destabilizes the Anglo-American elite and “neo-Cons,” and London and Wall Street themselves.

As the first authors, decades ago, of the new paradigm of great infrastructure projects now unfolding under China’s “Belt and Road Initiative,” Lyndon and Helga LaRouche are the key to the potential for that collaboration of great powers for progress. Donald Trump’s mold-breaking presidency makes it possible for the United States to take part.

The Federal prosecutor who 30 years ago was assigned to organize the “Get LaRouche Task Force” of prosecutors to put Lyndon LaRouche in prison, is now the “special counsel” trying to drive Trump out of the Presidency. Robert Mueller is trying to give President Trump “the LaRouche treatment.”

So agitated are the neo-Cons and financial barons about the possibility that the United States will join the New Silk Road, that their U.S. publication Foreign Policy has published a furious attack on the Helga LaRouche’s parliamentary campaign in Germany! They are determined to stop the progress of such a new paradigm anywhere in Europe or the United States.

But joining with the New Silk Road is exactly what the United States needs. If Trump is going to protect Americans from that “giant bubble on Wall Street” he warned of, and build a new economic infrastructure to make the nation productive and great again, this is the means. The American people need to take control over Wall Street by insisting on reinstating the Glass-Steagall breakup of the banks. That’s the first of the actions needed to bring the American economy into that international collaboration on great projects.

The fact that President Trump has begun to work with top Congressional Democrats since Hurricanes Harvey and Irma, in order to jointly achieve urgently-needed results for the American people, has been startling to many—but not to us. Lyndon LaRouche forecast on the occasion of his 90th birthday, just five years ago, that the “two-party system,” which was an abomination to the founders of our Constitution, was in process of being eliminated. A series of unprecedented events, totally unexpected by others, but forecast, in principle, by LaRouche, have brought us closer to that result today, than anyone else expected even as recently as just a few weeks ago!

One immediate result of this change is that it must help in the fight for Lyndon LaRouche’s Four Laws, starting with the restoration of the original Glass-Steagall Act, in a circumstance where this President campaigned for office pledging to restore that Act, while many leading Democrats are on record for it as well. This at a time when even the ultra-liberal Adam Smith Institute of Britain is warning of a near-term blowout of the financial system, as noted yesterday. The case could not be more urgent.

Still, the British are not going to give up on sinking this Presidency, as they never gave up on sinking Franklin Roosevelt. We must continue the campaign on the VIPS report exposing the fraud of Russiagate. Along the lines of the campaigns discussed at the Sept. 9 Manhattan EIR conference, the VIPS report should be read into the Congressional Record. President Trump should force his CIA Director, Mike Pompeo, to produce the relevant truthful documentation.

A beautiful illustration of the meaning and the inner consistency of Lyndon LaRouche’s Four New Laws of June, 2014, came to light in a Sept. 12 celebration in flood-ravaged Houston, which is reported by LaRouchePAC Policy Committee member Kesha Rogers. As she writes, an unexpectedly huge crowd of 1,000 assembled at Rice University to celebrate President Kennedy’s famous “Moon Speech” of exactly 55 years earlier, and to hear Apollo 13 astronaut Fred Haise. Among other telling remarks, Col. Haise recalled how the Apollo program had reinvented itself from the ground up, after tragically losing the lives of the three Apollo 1 astronauts in a spacecraft fire on the ground in 1967. I would add here that their reinvention of themselves was so successful, that in all the subsequent space missions, not one single life was lost in space until the Space Shuttle Challenger disaster of 1986.

In their monograph on “The Apollo Tradition,” Seamans and Mueller, two top Apollo administrators, said that the program implemented after the Apollo 1 tragedy required that everyone in the program—about 30-40,000 people—was repeatedly required to reinvent themselves, as new, better, and more capable people, within an interdisciplinary team framework.

To say the same thing differently—they were able, at least for a period, to vanquish mediocrity. Mediocrity kills. Here the John Kennedy tradition, the Apollo tradition, finds its place within Lyndon LaRouche’s Four New Laws.

“We want a new paradigm in politics—away from geopolitics, to the common aims of mankind,” Helga Zepp-LaRouche stated in an interview published by Germany’s Junge Welt in its Sept. 13 edition. “We believe that a continuation of geopolitics holds the danger of confrontation with Russia and China. That is one of the reasons we support the initiative of Xi Jinping to create a New Silk Road on the basis of win-win cooperation among all the nations of the world.”

Zepp-LaRouche added that “the vision of the New Silk Road was an idea of ours,” and its full implementation will finally put an end to “the consequences of colonialism and the IMF credit conditionalities that followed it. Only development of infrastructure creates the preconditions for a real development of the entire continent” of Africa, and of the world.

But within hours of having published Zepp-LaRouche’s interview, Junge Welt unpublished it—they removed all traces of it from their website!

What’s so scary about an idea, you might ask, that it would cause such a pathetic, ham-fisted display of censorship?

Start with the fact that the entire trans-Atlantic financial system is dangling by the thinnest of threads, and could plunge into chaos at any moment. In fact, even the ultra-liberal Adam Smith Institute of Great Britain had to admit in a report published today, that the global financial system is an “accident waiting to happen,” and that the so-called stress tests of the banks are a fraud which are covering up the fact that the banks today are leveraged far more than they were a decade ago, right before the 2007-2008 blowout.

The British Empire decidedly does not want the New Silk Road idea on the table as an alternative, as their financial system goes down in flames.

Then, if you are London, you definitely have to worry about what President Trump might do on his upcoming November trip to Asia, where he is scheduled to meet with China’s President Xi Jinping, and will come in personal contact with other world leaders—including Russia’s Vladimir Putin—at the ASEAN and APEC summit meetings. All of London’s efforts to tar and feather Trump have failed so far: as Politico noted in an article headlined “Teflon Donald Trump,” “Democrats have attacked the president every which way, but polling and focus groups show none of it’s working.” It seems normal Americans are not as stupid as the British would like, and still want skilled jobs, serious investment in infrastructure, and cooperation with other nations to achieve those results—policies which Trump promised voters, but has yet to deliver on.

As Helga Zepp-LaRouche emphasized in discussions with colleagues yesterday, what the British, Wall Street, and the European Union are offering people on both sides of the Atlantic, is only to stick to the existing rules and standards of the financial system, but that is “all built on sand.” It amounts to nothing more than keeping the speculative bubble intact, and to ensure there is no cooperation with China’s Belt and Road Initiative. But with every day that passes, that New Silk Road and its win-win approach to global relations, and the prospect of real investment in great infrastructure projects, becomes more and more attractive.

And that is an idea that the British fear—and with good reason. As Lyndon LaRouche famously said in a speech in Sao Paulo, Brazil in 2002: “Why can’t we change the rules? Aren’t we human beings?…. Are man and woman not made equally in the image of the Creator of the Universe, and endowed with these powers? Do not we have the authority, above anything on this planet, to change the rules? We have the power. That’s what sovereignty means. Sovereignty means the power to make the rules by means of which we can survive.”

On the 16th anniversary of the 9/11 attack on the United States, the US has been struck with devastation from two different hurricanes, with a third on the way. Unlike the response to 9/11 from George Bush’s, who immediately set up police-state institutions within the US and began the process of “permanent warfare” — mostly against nations which had absolutely nothing to do with 9/11 — Trump is responding to the current disasters with true leadership. On Sunday, after receiving a comprehensive briefing on the devastation across Florida from Hurricane Irma, Trump directed all federal agencies to give full backing to FEMA, and to “continue supporting state and local efforts to save lives, promote shelter efforts, and expedite requested assistance to affected areas.” The various military branches are mobilized to provide rescue and emergency food, water, and other necessities to the millions of displaced persons. He personally called the governors of the states in Irma’s path to assure them of full support from the federal government.

Trump also reached out to the Democratic Party leadership to pass a bipartisan bill to direct $15 billion in federal money to begin the recovery process in Texas, and will need much more to begin the recovery from Irma.

Of course, a few billion dollars will not even begin to repair the damage of the recent hurricanes, let alone begin the process of restoring the nation’s crumbling infrastructure, to prevent the next round of natural disasters from again catching the nation unprepared to defend itself. To achieve that requires the launching of Hamiltonian national credit mechanisms, to generate the several trillions of dollars required to make the United States a productive nation again, as outlined in LaRouche’s Four Laws. Trump is also leaning towards ending the so-called “debt limit” policy — which would be a step towards making possible a capital budget for building infrastructure through national credit, which by its nature generates its own repayment by lifting the productive platform of the nation as a whole.

Trump’s mobilization is creating the conditions for this far larger undertaking to be realized. The American population is disgusted with the Bush and Obama governments pumping trillions of dollars into bailing out the gambling debts of the Wall Street and City of London institutions, while waging perpetual warfare abroad and imposing austerity at home.

Look around the world. Just last week, the BRICS conference in Xiamen and the Eastern Economic Forum in Vladivostok brought representatives of the majority of the world’s nations and peoples together, to expand the New Silk Road process led by China and Russia, building modern nations in the former colonized world, and opening up one of the world’s last “new frontiers” in the Russian Far East, through international cooperation. Today in Bangkok, political and business leaders from Thailand, Japan, China, Europe, Malaysia, Singapore, and others met to push forward the building of a canal across the Kra Isthmus in southern Thailand, one of the Great Projects promoted by LaRouche for over thirty years, since he keynoted a similar conference in Bangkok in 1984.

The difference now is the existence of the Belt and Road Initiative — also first promoted by LaRouche, who coined the term “New Silk Road” after the collapse of the Soviet Union, as a means of uniting the world through cooperative development. The Great Projects vision, blocked by the British geopolitical system which has dominated the US since the death of Franklin Roosevelt and Jack Kennedy, is now being implemented, at an amazing pace, under the new paradigm of the New Silk Road.

President Trump has made clear that the US should be part of this process, working with Russia and China to make America great again, just as China is making China great again through cooperative development, and Russia is making Russia great again in the same way. This is not a zero-sum, geopolitical contest, but a call for humanity to end its childish ways, and to create a cooperative world worthy of the dignity of Man.

Once again in the case of Texas, and the tremendous economic and human destruction of Hurricane Harvey, we find that truly comprehensive infrastructure projects to prevent such destruction were planned in the 1960s. This was JFK’s era of Apollo and the great western “TVA” called the North American Water and Power Alliance. These potentials were stopped, stripped of funds and commitment, by the eruption of British geopolitics in American policy — the Vietnam War. What are now called — under Britain’s Blair and Bush and Obama — “regime-change” wars, have ever since been the enemy of taking care of the general welfare in America. For the lack of new and bold infrastructure platforms which would have cost tens of billions, we have seen whole cities devastated by floods and hundreds of billions lost to the American economy.

This has coincided with Wall Street’s increasing dominance over American economic policy, up to and including a huge financial crash from which we have not recovered. It is not nature, but “greed and neglect” causing the hurricanes’ destruction.

Now, with serious leadership from President Donald Trump, an understanding of the need to rebuild has spread among Americans, along with a deeper sense. The poet Shelley, who was also a political writer, wrote that in times of crisis, many, people in large numbers may cease to think solely about themselves and their immediate families, and rather suddenly shift their passionate concern to helping others and to “the general good.” This is now having its effect in the United States, as seen in some recent political decisions and in the outlook of Americans more generally.

Part of this, is that they want “Russiagate” stopped, and stopped now. This flagrant British intelligence injection of a geopolitical scare, into what became virtually a new McCarthyism in America, must end.

EIR has contributed to ending it by a major public event in New York on Saturday burying the hoax of “Russia fixing our Presidential election.” Special Prosecutor Robert Mueller, now demanding even communications from Air Force One as if the President were on the NSA’s terrorist enemies list, is defying the overwhelming will of the American people and keeps preparing to force a constitutional crisis. This must end. So must the transparent attempts at racial warfare, in which the hand of George Soros and the British, and the hand and hood of Mueller’s FBI, can be seen.

President Trump and Congress must proceed rapidly with economic rebuilding, conquering Wall Street with a new Glass-Steagall Act and issuing national credit in trillions for new infrastructure and productivity, new advances in science and manufacturing.

This is already being done across Asia and Africa by China, in clear strategic partnership with Russia; and the Belt and Road Initiative is where Trump’s United States will find partnership in credit and engineering of projects, and strategic cooperation to stop regional wars. It’s a new paradigm toward which President Trump has at times been drawn. It needs to become policy, and “Russiagate” must go.

All of a sudden it has become blindingly obvious that Russia’s President Vladimir Putin—just like his spiritual ancestor, France’s “Spider King” Louis XI—has been weaving and reweaving a web of potential close economic cooperation between North and South Korea and Russia—and with China and other partners as well. This was the original “LaRouche Plan” for peace in the Korean Peninsula, which worked until the day in 2002 that it was sabotaged through “outside forces” working with then-Vice President Cheney, and afterwards President Obama. Putin has been weaving this web with indispensable support from China—but also, it appears, from certain forces in Washington.

When this was brought to the attention of Lyndon LaRouche, he said, “Don’t discuss it. Don’t rehash the details. Don’t waste any time—just do it! And by doing it—NOW!—you will force the hand of those forces in Washington who oppose it. They will be exposed, ready to be neutralized.”

At just the same moment, the worst Atlantic hurricane ever recorded, with 180 mph winds peaking at almost 300 mph, has been moving through the Caribbean, leaving some of the British colonial islands in ruins unimaginable for the 21st Century. The Prime Minister of Barbuda, for example, said that 90% of its buildings had been destroyed and 60% of its population was homeless. The British masters had done absolutely nothing to prepare for the deluge—but why would they?

But the U.S. government, led by President Trump, is aware, on top of the situation, and mobilizing the appropriate resources for Florida and other threatened areas—and this in turn will permit the population, both the first-responders and citizen-volunteers, to show the heroism they showed so magnificently in Houston. We will respond as required. We will rebuild as rapidly as can be done. Everything has changed since Katrina and Sandy.

In the Caribbean, the United States must offer the full-bore Army Corps of Engineers program which Lyndon LaRouche and former President Bill Clinton proposed for Haiti after the 2010 earthquake. Monster-President Obama shot that plan down, so that Haiti, still in ruins today, is now working with China towards rebuilding the country.

But our urgent and necessary rebuilding must be only the springboard for a full national infrastructure program, beginning now with masses of Federal credit and in cooperation with China. Not only will we limit the scope of such storm-related disasters in the future, but we will transform our entire economy from the disaster we inherited from Bush and Obama, into the great agro-industrial power which the world and all Americans need now.

On this, Lyndon LaRouche said again, “Don’t waste time discussing it. Just do it! And we will see who tries to prevent it—it will be obvious!”

As the disaster of Harvey in Houston lingers on, the largest Atlantic hurricane in modern history, the category- five Irma, is blasting through the Caribbean, expected to hit Haiti, Cuba, and Puerto Rico by the time you are reading this, and reaching Florida soon thereafter. A competent infrastructure plan had been proposed for Texas during the Kennedy Administration which would have eliminated the worst of the horrors of the past week — had it been implemented. In the case of these Caribbean islands, where the existing infrastructure is decrepit or non-existent, the capacity to survive Irma is in doubt.

Across the U.S., the 16 years under Bush and Obama saw trillions of tax dollars thrown into bailing out gambling casinos on Wall Street, while trillions more were spent destroying countries in the Middle East, turning them over to terrorist gangs, driving millions out of their homes as refugees across the region and into Europe. Today, the Korean Peninsula, according to left-over neocons from the Bush and Obama era, must be the next target of their failed military adventures — even while virtually every sane human being is warning that the results would be catastrophic for the entire human race.

And yet, most of the world is now beginning to learn first-hand how China lifted 700 million people out of poverty in thirty short years, as the New Silk Road is bringing infrastructure, industry, health facilities, and hope, to the nations and populations subjected to colonial and post colonial looting and warfare for the past several centuries under Western domination.

Organizers in the LaRouche movement in the US are reporting that Americans are increasingly recognizing the “new paradigm” (as Helga Zepp-LaRouche calls it) emerging out of the China-Russia cooperation, creating new global institutions like the BRICS, the Eurasian Economic Union, the Shanghai Cooperation Organization. These new institutions are reaching out to Africa, Ibero-America, and Asia — and even to the dying economies of Europe — through new financial institutions (e.g., the AIIB and the BRICS New Development Bank) offering credit for physical development, without the political and economic “conditionalities” of the IMF which kept nations subservient to British and American imperial dictates.

But these Americans often fail to understand why the US is not undergoing a similar development process. They have been induced to believe in the monetarist myth that freedom means the freedom of British and Wall Street bankers to run the economy, and the world, as they wish. As the New York City subway system collapses, why do we not do what the Chinese would do, and build an entirely new system with state-of-the-art technology, rather than patheically trying to patch up the hundred-year-old monstrosity? As Houston drowns, why not do what the Chinese did to save thousands of lives every year, building the biggest dam and hydroelectric system in the world at the Three Gorges? The same company which built the Three Gorges is now preparing to save Central Africa through the Transaqua project, moving water from the Congo to the shrinking Lake Chad. Why didn’t the US build the NAWAPA project, and the Houston water-control program, and other such Great Projects, as Kennedy had proposed along with his space program?

To know the answer to that question, we must “break things open” in the US, Lyndon LaRouche said today. “We must do it — don’t talk about issues, talk about the facts. This must be done for mankind — it’s not anything smaller than that. And now is the time — victory will be in reach.”

The only thing standing in the way is the British Empire — meaning the London and Wall Street institutions which have been allowed to maintain “the independence of the Federal Reserve” and the “free market” take-down of Glass-Steagall and related regulations on the banking system. These were the policies implemented by FDR, which allowed him to direct the nation’s credit to the most massive infrastructure development the world had ever seen, or would see again until today’s One Belt One Road coming from China. Now, the US economy has collapsed, and the Wall Street banks are bankrupt, desperately trying to bail out their gambling debts by looting not only the developing nations, but the American economy and the American people.

The response of the vast majority of the American people to the disaster in Houston was to put aside the media-created “issues,” issues created to the purpose of making people small, creating artificial conflicts over petty or irrelevant concerns, while their world is collapsing into economic decay and permanent warfare. But after Harvey, thousands of people went to Houston, offering their support to save people in distress, Republican or Democrat, White or Black or Brown, even risking their own lives.

Trump was elected because he was committed to ending the economic decay, and the permanent “regime change” war policies. His effort to build a working relationship with Russia, and to join with China in the New Silk Road, provides the promise of the US becoming part of that new paradigm. The British and their assets in the US are desperate to stop him from implementing that plan, which would mean the end of Empire.

Helga Zepp-LaRouche today pointed to the inspiration felt by all Americans who see the selfless actions of the thousands who are acting to help those suffering in Houston. If we are to give Americans the strength to act against the Empire, to free the nation and the world of the dictates of the City of London and Wall Street, she said, we must do everything possible to elevate people to the level of the sublime, as Schiller understood that term — to find in themselves that goodness which is more precious than life itself, that which locates the capacity of each person to act for the betterment of mankind as a whole. Nothing less than that can succeed, and yet, as Lyndon LaRouche said, if we act in that way, victory will be in reach.

The moment is still ripe for Americans to take a lesson from the immense human and economic loss of Hurricane Harvey: Build the new infrastructure which was many decades overdue, to prevent these disasters from robbing Americans of homes, jobs, untold wealth and even their lives. Reverse the slow-motion collapse of the obsolete infrastructure platforms on which the U.S. economy has been working.

Some 50 years ago the State of Texas drafted plans for a comprehensive water and flood management system that would protect its Gulf coastal cities from flooding — and its extreme southeastern coast and upper plains from drought — by linking many dams and reservoirs with a long coastal canal to move excess water between river basins. This was the same decade that JFK and RFK worked for a Western water management plan called the North American Water and Power Alliance — a dozen times the Tennessee Valley Authority — to defeat desertification and irrigate farmland.

The need for building such new and higher technology infrastructure platforms does not diminish because a Wall Street-run economy and many wars have blocked them. Another historic moment arrives when they must be done. That is the point we have been brought to, with three major U.S. cities having been entirely devastated by hurricanes in just over a decade, and losses far exceeding the costs of these great projects.

This requires more than just large expenditures voted by Congress for disaster relief — although FEMA’s available disaster funds will be gone by the end of this week, with another severe hurricane, Irma, approaching. It will be necessary to issue national infrastructure credits in the trillions in the coming few years, something that can only be done by national banking on Alexander Hamilton’s model, and by the kind of large-scale project credit provided by President Franklin Roosevelt’s Reconstruction Finance Corporation.

Congress has to be moved quickly to create both, as outlined in the LaRouchePAC National Policy Statement of Aug. 30. They also have to reinstate Glass-Steagall bank separation to make sure that private banks are pulled out of Wall Street speculation to take part in financing rebuilding. NASA has to be revived and play a leading role as the science driver of the process.

This means organizing for the 2014 “Four Economic Laws To Save the Nation” of EIR Founding Editor Lyndon LaRouche. And the Belt and Road Initiative of China and the BRICS countries, for global cooperation in funding and building new great projects of infrastructure, is the framework to join.

Consider that the United States is facing three crises: Wall Street pulling it toward another financial collapse; the threat of nuclear war over the Korean Peninsula; and the collapse of the underpinnings of its economic life, infrastructure platforms. President Trump’s initial plan for his Presidency, to cooperative with Russia and China, and to concentrate on rebuilding America’s infrastructure, would have led to a different, better situation than these crises. Americans have to take action, and action now, to get to that plan.

LaRouchePAC will have to push this emergency policy ahead; others will follow.
