The lie that the Russian government intervened in the U.S. elections to favor Donald Trump, is at the heart of the attempt to mount a coup against him now—like the 2014 “color revolution” in Ukraine—to overthrow the President and the Constitutional government of the U.S. Lyndon LaRouche has said that if this coup against Donald Trump were to succeed, the result would be nuclear war in the very short term.

This coup-attempt hasn’t yet succeeded in overthrowing the government, but it has created chaos; hamstrung the political process; decorticated the Democratic Party; and helped block the President from fulfilling campaign promises essential to economic recovery—especially restoration of the Glass-Steagall act, and rebuilding America’s infrastructure.

Today’s LaRouchePAC.com Friday Webcast will lay bare the lie of “Russia-gate.” Everyone must watch it. Here are a few words to prepare you for what you will see.

Let’s go back about one year, to the origins of this charge of Russian interference. Now most Americans may not know this—or more likely, may no longer remember it, because they’ve been so thoroughly brainwashed—but at the bottom of the accusation of Russian interference, is the charge that the Russian government—using an on-line persona called “Guccifer 2.0″—hacked into Democratic National Committee e-mail files over the Internet, and gave them to Julian Assange’s organization “Wikileaks.” (Parenthetically: recall that Wikileaks began publishing DNC emails online on July 27, 2016. It’s worth noting that the accuracy of these files has never been disputed, and that their proof of DNC intervention into the primary process on behalf of Hillary Clinton, and against Bernie Sanders, was so strong that DNC Chairman Debbie Wasserman Schultz was forced to resign.)

But what’s been deliberately obfuscated in mass-media coverage, and in the mislabeled so-called “Intelligence Community Assessment” of Russian interference in the election—is that there were TWO separate cases in which private DNC files were made public, not one. One was through Julian Assange’s Wikileaks organization, which insists that the files it obtained were “leaked” by an insider with legitimate access to them, not “hacked” over the internet. The second, and different case, is that associated with the “Guccifer 2.0” persona, who insists that he “hacked,” i.e. pilfered the files over the internet—but insists falsely, as it now turns out!

The Veteran Intelligence Professionals for Sanity (VIPS) has appealed repeatedly for any evidence linking “Guccifer” and Assange’s Wikileaks, but none has ever been provided!

The beginning of the chronology (as reported by http://g-2.space/) is that on June 12, 2016, Julian Assange said in a mass-circulation interview on Britain’s ITV that “we have emails related to Hillary Clinton which are awaiting publication.” Then, on June 14, the DNC released a statement that they’d discovered their servers were hacked. On June 15, someone calling himself “Guccifer 2.0” claimed responsibility for the hack, and claimed to be a source for Wikileaks. The first five documents he posted were tainted with Russian fingerprints.

Now, the Veteran Intelligence Professionals for Sanity (VIPS) July 24 Memorandum for the President, “Was the `Russia Hack’ an Inside Job?” cites forensic evidence to show that:

“From the information available, we conclude that the same inside-DNC, copy/leak process was used at two different times, by two different entities, for two distinctly different purposes:

“(1) an inside leak to WikiLeaks before Julian Assange announced on June 12, 2016, that he had DNC documents and planned to publish them (which he did on July 22)—the presumed objective being to expose strong DNC bias toward the Clinton candidacy; and

“(2) a separate leak on July 5, 2016, to pre-emptively taint anything WikiLeaks might later publish by showing it came from a Russian hack.” The latter leak was associated with the “Guccifer 2.0” persona.

The data which had been leaked on July 5, was posted on September 13, allegedly by “Guccifer 2.0.” Elements had been added to implicate Russia, including the first and middle names of the founder of the Soviet secret police—written in the Cyrillic alphabet—and the name “Ernesto Che,” for Ernesto “Che” Guevara (1928-67), an Argentine-Cuban Marxist revolutionary.

Note for clarity that the “forensic analysis” referred to by the VIPS, was an analysis of data retrieved from the files posted to the Internet on Sept. 13—not an analysis conducted on the DNC’s computers. The DNC has not given anyone but their own contractors access to their computers. Fired FBI Director Comey says the DNC denied access to the FBI, so that Comey was in the unusual position of supposedly solving the crime of the century—that is, Russian interference in the election—without being allowed access to the scene of the crime. He was probably afraid that some of his agents might learn too much.

We are at a point where we can sink the entire Trump- Russiagate fraud on both sides of the Atlantic, and shift the strategic dynamic from the defensive to the offensive, Helga Zepp-LaRouche asserted today. That offensive means burying Wall Street and the City of London’s murderous speculative system, and bringing the United States and Europe into full cooperation with the China-Russia Belt and Road Initiative.

The explosive revelations which can be used to sink the Russia-gate farce, have been provided in the open memo sent to President Trump by the Veteran Intelligence Professionals for Sanity (VIPS), which reports on professional forensics performed on the so-called “Russian hacking” of DNC computers during the 2016 U.S. Presidential election. Those forensics demonstrate that the operation was not a “hacking” job, but an insider “leak”— i.e, that it could not possibly have been carried out by Russia.

As word begins to get out on that VIPS memo—led by LaRouche movement organizers and publications around the world, and in such places as the Russian wire service RT and in Zero Hedge—Ray McGovern, a retired CIA analyst and VIPS leader, has escalated the affair, by pointing the finger directly at former FBI director James Comey, among others. In a video interview with RT, published on their website yesterday, McGovern was asked why he thought the FBI had failed to examine the DNC computers or do any forensics.

“The answer to that is something that Congress and the President should pursue. It is laughable that James Comey, former director of the FBI, would say, `Oooh, the Democratic National Committee didn’t let us check out their computers.’ We’re talking about an act of war? Right? … That is malfeasance!… Was he in on this little operation, that was enabled by the CIA capability to `obfuscate?’ I don’t know the answer to that, but President Trump should be able to find the answer out to that.”

President Trump must do precisely that. He must determine who is responsible; bring them to justice; and make sure that “every tree in the forest will fall,” and dismantle the British Empire’s entire stable of assets inside the U.S. intelligence community—and those ensconced inside his own cabinet, who are counseling him to not fulfill his campaign promise of reinstating Glass-Steagall, and to not fully join in with the Belt and Road Initiative.

The British gambit is to make sure that, when the trans- Atlantic system disintegrates—which could be at any moment— there are no stable, functional governments that are open to adopting the necessary policies, especially if pressured sufficiently by their constituencies to do so. That is why the British are destabilizing numerous governments across Europe, and why they are trying to carry out a coup d’etat against the Trump administration in the United States. And that is also why we must ensure that they fail.

The VIPS report covered yesterday on our website shows that the DNC computers were not hacked, but that the WikiLeaks release was leaked by someone with access to the DNC servers. The same servers were accessed in July to discredit the WikiLeaks information, by altering the metadata to reflect Russian hacking. This report blows the “fake news” of Russian interference in the U.S. presidential election to smithereens, along with the contrived Russophobia which has dominated the U.S. media and most of the U.S. Congress for the past year. It also implicates the CIA and the FBI in the dirty operation, since it was revealed recently that the CIA has developed programs to create a false trail to the source of hacks actually carried out by themselves — precisely as took place in this case. Obama’s henchmen, former DNI James Clapper and CIA chief John Brennan, both of whom are still in the forefront of the attempted coup against President Trump, must be immediately investigated, both by a newly appointed Special Counsel and by the U.S. Congress.

Lyndon LaRouche today pointed out that this treasonous operation was aimed not only at destroying President Trump’s effort to end the imperial division of the United States from Russia and China, but also to destroy the entire U.S. economy. Trump has campaigned for a restoration of Glass-Steagall, large-scale infrastructure development and a return to the American System of Alexander Hamilton. But he has been boxed into spending his time defending against the lying and scurrilous charges of “collusion” with Russia. This he has done admirably, working with Russia to defeat ISIS, while also working with China on the New Silk Road — but at the expense of the urgent emergency measures required to restore the U.S. economy and prepare for the onrushing collapse of the financial bubble created under Obama.

Russian Foreign Minister Sergey Lavrov identified this aspect of the Obama-created crisis. Speaking to a Kurdish newspaper today, Lavrov said that both the U.S. and Russia “inherited a bulk of problems” from the Obama Administration, which “chose to do nasty things to undermine U.S.-Russia relations,” generating the anti-Russia “mass hysteria.”

Trump is showing personal strength in confronting the crimes of these corrupted intelligence networks. Today he described the CIA program under Obama which armed and trained terrorists in Syria to overthrow the Assad regime — a program which Trump shut down earlier this week — as a “massive, dangerous and wasteful” operation against a sovereign state. Former Ambassador Chas Freeman praised Trump for this move, saying that the illegal CIA program contributed to “the death of hundreds of thousands of Syrians and the displacement of many millions more.”

This is a moment of great opportunity. Ending the “regime change” treason against President Trump is both possible and urgent, in order to get down to the business of rebuilding the decayed U.S. economy, and joining with China and Russia in the New Silk Road, to build up the entire world, as promoted by the LaRouche movement for the past half century.

The warning of another, devastating Europe-U.S. banking crash before the end of this year, raised by EIR in May and by a meeting of European Parliamentarians in early July, is becoming an emergency danger. It requires a mobilization of actions to stop it.

The Italian banking system, which has just suffered three major bank bailouts combined with “bail-ins” of unlucky savers, is trying to raise capital it cannot raise, to prevent a potential collapse which could take Germany’s banks down with it. U.S.-based banks have $2 trillion of exposure to that looming collapse of bad debt and worse derivatives, centered in London.

Those Wall Street banks, unpunished and bailed out since 2008, have rapidly built up bubbles of corporate debt and commercial real estate derivatives larger than the mortgage-debt bubbles which blew out back then; and default rates and bankruptcy rates are now rising sharply in those bubbles. A scared Federal Reserve has not raised interest rates enough, yet, to trigger the crash that the IMF, for example, is warning of; but by postponing the crash trigger, it is only making it more economically devastating when it comes.

President Trump’s policy of cooperation with Russia and China, for peace and mutual benefit, is right, and must be defended against all the attacks on him for it. But it will not survive the chaos of another trans-Atlantic financial crash. And he does not have the American economic revival plans he said he had, to head such a crash off.

Action must be mobilized rapidly, ultimately by the American people and their organizations.

First, the Glass-Steagall separation of commercial from investment banking must be reinstated, with beginning effect immediately, to break up Wall Street’s gigantic speculative casinos.

Since the Glass-Steagall Act began to be torn down 50 years ago, Wall Street’s banks and funds — with their most dangerous operations always in London! — have been a succubus on the economy, which can’t grow without financial crashes, and since the 2008 crash can’t grow at all. The Glass-Steagall breakup must start now, to prevent the threatening new bank crash.

Then, credit must be issued from a national credit institution — see Editor Lyndon LaRouche’s “The Lost Art of the Capital Budget” republished in EIR for July 21 — credit soon in the trillions, for 20-25-year periods at low interest rates.

The purpose is high-technology investments in new, more productive infrastructure to replace the crumbling sinews of the U.S. economy, raise productivity and create productive employment again. It cannot and will not be done by private investment. President Trump must learn this, and the Wall Streeters around him like the Treasury Secretary, have to go.

A great expansion of the United States space exploration program will drive this revival, as the President had stated in a television message to the American people in March.

But facing this threatening financial crash, and meeting this emergency with action, now depends primarily on the American people effectively demanding these actions, as if it were the last weeks of a Presidential political campaign.

Then, the President’s intent to cooperate with China and Russia will become a tremendous benefit, especially from the great “win-win” building project — Beijing’s New Silk Road across Eurasia and Africa. Let such high-speed rail corridors, for example, be built across North America. The United States is potentially a full partner in the Belt and Road Initiative.

First Wall Street, in both the Congress and the Administration, must be beaten and broken up, to prevent it from permanently destroying what remains of American industrial economy and scientific capability.

The United States is in its eighth year of less than 2% annual economic growth, with economic infrastructure falling apart, wracked by drug-addiction deaths of its people in the prime of life, its tax revenues dropping and huge debt bubbles defaulting toward a financial crash. How foolish that the Chairman of the Joint Chiefs of Staff General Dunford, can’t decide whether the nation’s top adversary and national security threat is Russia, China or North Korea!

That adversary is Wall Street, and the London financial power it is allied with. There is a great deal of evidence that the American people realize this. But their elected officials will not give them the leadership to mobilize to break up the Wall Street casinos and stop a “second 2008” crash, so that the economy can actually be rebuilt.

Most Americans clearly do not agree with “Russiagate,” the frantic attempt to sweep the people into a new McCarthyism against President Trump, which was started by British intelligence figures more than a year ago and still dominates national media. They want it ended. They backed putting Glass-Steagall reinstatement in both parties’ national platform. A poll just taken shows that majorities of all voters want gasoline taxes raised and used to build new infrastructure projects. They want the nation’s industrial power rebuilt, and space exploration excites more potential astronauts than ever.

But just as Wall Street captured 2009’s anti-bailout, anti-Wall Street tea party movement and turned it into the “no-government” caucus in today’s House of Representatives; President Trump is now surrounded by a virtual Wall Street cabal which opposes Glass-Steagall, any intervention to revive the industrial economy, and any interference in Wall Street’s rush toward another blowout of securitized debt. One of that cabal, Treasury Secretary Mnuchin, is so venal that he put financial sanctions on Secretary of State Tillerson for not being sufficiently anti-Russia.

That is why the LaRouche Political Action Committee has mobilized to take on Wall Street — and the City of London — and pre-empt a trans-Atlantic financial breakdown worse than 2008. The President’s vital peace policy in cooperation with Russia and China, admirably kept up against a war phalanx in the media, Congress and intelligence agencies, will be swept away if we let that breakdown hit.

The actions of that mobilization are Glass-Steagall re-organization of banking and credit, funding for new physical infrastructure projects across the continent, accelerated return to space exploration, and a crash program of fusion power development. In all these, cooperation with China’s Belt and Road infrastructure initiative, and with Russia, will be crucial.

This week, the LaRouche Political Action Committe (LPAC) issued an emergency call for mobilization to pre-empt the chaos and devastation that will result across the Americas, Europe and beyond, if we don’t take measures to initiate a Glass-Steagall re-organization of banking and credit, and proceed with funding for largescale, priority, physical infrastructure projects, and a resumption of space exploration and fusion power R & D. In 2014, Lyndon LaRouche laid out “Four Laws” of how best to move on this; now the situation has become life and death.

LaRouche said yesterday, “Wall Street IS the problem. This is a key issue which must be pushed to the top, to be followed through, to prevent this danger to the economy as a whole.”

There are trigger points throughout the Trans-Atlantic financial system, any one of which can fire, and explode the huge amounts of toxic debt and unpayable claims involved, bringing down the economy with it. These include everything from the U.S. consumer debt bubble, to bundled auto loans, to corporate bad debt, and quadrillions of dollars of exotic derivative “products.”

At the top of this monetarist nightmare is the Wall Street/City of London crowd, insisting that nothing needs to be done. They have lied all along that, “we are past” the 2007-8 crisis. All the while, the super-rich get richer, and the ordinary citizen is robbed and left to die.

On any day, look at the headline reports of the reality of the fragility of the system, and the mass suffering it’s causing.

In Italy at present, there is a criminal EU ‘management’ process underway of the so-called banking crisis, in which the EU is ordering a massive destruction of families’ resources. Instead of subjecting Italian banks in trouble to a process of Glass-Steagall reorganization (separating and supporting regular, commercial banking, from speculative practices,) the EU has decreed a sell-off of the banks’ non-performing loans (NPLs,) in such a way as to drastically de-value the collateral behind them, which is often household and industrial real estate. Out of EU88 bil of such collateral, an estimated EU 63 bil is expected to vaporize. This means the impoverishment of millions of families and businesses.

In the United States this month, the first group of retirees is getting slammed with drastic cuts in their pensions, under a measure signed by Pres. Obama in 2014, called the “Multi-employer Pension Fund Reform Act” (MPFRA.) In Ohio, retirees from the Cleveland Iron Workers Local 17 are getting pension cuts up to 63 percent, because, when their group pension fund faced bankruptcy–as many do, because of economic decline, the Obama law demands cuts as the “solution,” instead of using measures such as the Pension Benefit Guaranty Corporation, set up in 1974 for just such contingencies. The ironworkers paid into their pension plan throughout their whole careers; some even took early retirement, in exchange for the promise of a pension. They are now plunged from middle-class, to poverty, with threat of homelessness.

Meantime, all across the U.S. there are examples of the literal collapse of the physical infrastructure for existence, from water systems to bridges. New York City is the international example, whose transportation system is in breakdown.

Pres. Donald Trump was elected on the demand of voters to stop the mass robbery, collapse and misery in the nation; and he has made verbal commitments both to Glass Steagall, and to major infrastructure investment. Making good on this now demands that we act to bust up the Wall Street command-and-control over the economy and government. Timing is critical. Sept. 30–if we make it–is the end of the fiscal year for the Federal government and many corporate and other entities–a time when accounts are due, but at this point, untenable. Even before that, the first week of September is when millions more passenger trips will be attempted in New York City as school opens. Will it be carnage?

The Trump-Putin summit is being followed up with further ceasefires in Syria, leading, as President Trump has said, to a ceasefire across the whole country—so that soon, the only gunfire in Syria will be that directed against the terrorists, until they are defeated. At the same time, the State Department and the Russian Foreign Ministry have set in motion two long-term strategic dialogues. Further, the exchange of new Ambassadors between Washington and Moscow is being expedited, as the two Presidents agreed on July 7.

But at the same time, an unchecked, out-of-control world financial-economic crisis is barreling forward towards chaos and disaster. Italy is facing bankruptcy-deadlines, with electoral deadlines, which may unravel the whole euro system, and with it the world system. Transit breakdowns are intensifying and spreading in New York City, which, if not confronted by an overall upgrade plan, will come to a head by Labor Day, when passenger traffic normally rises significantly. And, as Diane Sare pointed out during the Monday, July 17 LaRouchePAC Policy Committee webcast, an infrastructural disaster in New York City is a national and international disaster, not a local matter.

President Trump is under heavy fire by “Russiagate” lies, but he is fighting back with spirit.

Freelance columnist Finian Cunningham wrote two days ago in RT, “Evidently, Trump is paralyzed by the toxic atmosphere of Russophobia in Washington.” But, although it’s under attack, the Trump Administration is clearly not “paralyzed.” It’s the Democrats who have been paralyzed by Russiagate. Most Democrats are not being permitted to do anything on behalf of the life-and-death interests of their constituents; all they’re allowed to do is run around yelling nonsense about Russia!

But in sum, as Helga Zepp-LaRouche has pointed out, the most urgent part of the President’s agenda—that of the friendly relations with Russia and China required to prevent atomic war, and facilitate Silk Road cooperation—is moving decisively forward. But the other part of the agenda: Glass-Steagall, large-scale infrastructural development, and the Four Laws of Lyndon LaRouche—that vital part of the agenda is stalled. Hence the continued, indeed quickened, rush off the cliff of financial and economic collapse.

For this reason, the heart-wrenching “deaths of despair” of our fellow Americans, which were triggered into an avalanche by the policies of the George W. Bush and Obama Administrations, are apparently continuing still to mount today. With over 90 deaths per day by drug overdoses alone, these drug overdoses have now incredibly become the leading cause of death among Americans under 50. Deaths due to alcoholism may exceed these numbers—while cases of outright suicide are not far behind. What unbelievable carnage in peacetime!

So what do we say?

We say that the question is not about what the President has done. The question is what YOU have done—in the spirit of Helga Zepp-LaRouche’s conference-call to organizers around the country of last Sunday, July 16. Remember what Lyndon LaRouche did with the Reagan Administration in the last century. What have you done, to create an unstoppable movement of people who understand Lyndon LaRouche’s Four Laws and their deadly urgency, and are fighting to enact them now?

Helga says that we must formulate a call to arms for the battle against Wall Street, which is trying to prevent Glass-Steagall and the Four Laws. We face the same thing in Europe, where the British empire and its allies are trying to stop the Eurasian Landbridge and the New Paradigm; they are trying to cool it down by all means.

We must call on the population to step forward—President Trump can’t do it alone. He is fighting enormous odds—and the whole purpose of “Russiagate” is to keep him from fulfilling his campaign promises.

We must fight for the $4.5 trillion of infrastructure needs outlined by the American Society of Civil Engineers, or better for the $8 trillion estimated by the China Investment Corporation. If chaos and panic break out in New York after Labor Day or earlier, out-of-control chaos could produce an irretrievable catastrophe, even a national catastrophe or worse.

“Wall Street IS the problem.” Lyndon LaRouche said at this point in the discussion. Later, he added, “This is a key issue which must be pushed to the top, to be followed through, to prevent this danger to the economy as a whole.”

Helga continued, “We must have a national and international emergency mobilization. Once you have a chaotic collapse, everything goes. We’re sitting on the edge of it now. Those who are not going for Glass-Steagall are criminals.”

Lyndon LaRouche added, “We have to force it through in great measure, and get it done. It’s the only way to get real action.”

He concluded the discussion, “I think we can probably get something going. It certainly is necessary to think of doing that, and to act on it.”

The chaos and panic that the collapse of New York City’s infrastructure is producing—the onrushing “Summer of Hell” that New Yorkers have been promised, and has now arrived—is a very real daily nightmare for area residents. Fires on subways; closed bridges and hours of traffic gridlock; lengthy delays on stopped, sweltering trains, with many cases reported of panic attacks among riders; no reliable way of getting safely to work or school.

But New York’s nightmare is also a microcosm of what the entire trans-Atlantic sector is facing, if the United States and the nations of Europe don’t immediately bury Wall Street and the City of London, and join with China’s Belt and Road Initiative— as Lyndon LaRouche, alone among American statesmen, has tirelessly argued.

We are heading towards the close of the fiscal year at the end of the third quarter, and the September-October period has historically been one of extreme instability, bankruptcy, and crises in the financial system, Helga Zepp-LaRouche warned yesterday. An imminent collapse of the entire trans-Atlantic banking system is hanging over our heads like a sword of Damocles, with a $1.5 quadrillion derivatives bubble which cannot conceivably be sustained, even if Social Security, Medicare, and Medicaid were all wiped out three times over—which seems to be the outlook of many of our Congressmen and Senators.

The Trump administration, for all of its excellent work in standing up to British geopolitics and re-establishing working relationships with China and Russia, has not delivered on its promises to pass Glass-Steagall, and to rebuild America’s infrastructure. Treasury Secretary Steve Mnuchin—a banker’s boy, if ever there was one—is still in the government. It is sheer folly to pretend that we can somehow stumble along without investing in 50-, 75- and 100-year-old infrastructure. If we don’t replace it, it will crumble, whether we like it or not, and perhaps when we least expect it. That is one of the lessons of New York’s Summer of Hell.

But it need not be so: the solution is, quite literally, sitting right in front of us in Washington, DC. Yesterday was the meeting of Chinese and American authorities on the Comprehensive Economic Dialogue between the two nations, which was set up at the April Mar-a-Lago meeting of Trump and Chinese President Xi Jinping. The Chinese have repeatedly extended an offer to the United States to join the Belt and Road Initiative: the U.S. could both participate in global infrastructure projects in other countries, and get urgently needed help to rebuild our own crumbling infrastructure here at home. What are we waiting for?

China is taking that approach into the most devastated corners of the planet, with undeniable success. Africa is beginning to see progress in reducing poverty, for the first time in decades, if not centuries—with Chinese help. China is offering its “wisdom” and its Belt and Road Initiative to help solve the numerous crises in the Middle East as well.

To paraphrase President Xi, there is no such thing as permanent “intractable poverty,” nor, for that matter, intractable wars. Both can be defeated, with the appropriate policies.

Building a political fire under the behinds of Congress, and their constituents, will improve their understanding of those needed policies. And leveraging the advances we are achieving in the international situation, can help force through the necessary policies inside the United States.

Fires on subways; closed bridges and hours of traffic gridlock; lengthy delays on stopped, sweltering trains, with many cases reported of panic attacks among riders; no reliable way of getting safely to work or school.

But New York’s nightmare is also a microcosm of what the entire trans-Atlantic sector is facing, if the United States and the nations of Europe don’t immediately bury Wall Street and the City of London, and join with China’s Belt and Road Initiative— as Lyndon LaRouche, alone among American statesmen, has tirelessly argued.

We are heading towards the close of the fiscal year at the end of the third quarter, and the September-October period has historically been one of extreme instability, bankruptcy, and crises in the financial system, Helga Zepp-LaRouche warned yesterday. An imminent collapse of the entire trans-Atlantic banking system is hanging over our heads like a sword of Damocles, with a $1.5 quadrillion derivatives bubble which cannot conceivably be sustained, even if Social Security, Medicare, and Medicaid were all wiped out three times over—which seems to be the outlook of many of our Congressmen and Senators.

The Trump administration, for all of its excellent work in standing up to British geopolitics and re-establishing working relationships with China and Russia, has not delivered on its promises to pass Glass-Steagall, and to rebuild America’s infrastructure. Treasury Secretary Steve Mnuchin—a banker’s boy, if ever there was one—is still in the government. It is sheer folly to pretend that we can somehow stumble along without investing in 50-, 75- and 100-year-old infrastructure. If we don’t replace it, it will crumble, whether we like it or not, and perhaps when we least expect it. That is one of the lessons of New York’s Summer of Hell.

But it need not be so: the solution is, quite literally, sitting right in front of us in Washington, DC. Yesterday was the meeting of Chinese and American authorities on the Comprehensive Economic Dialogue between the two nations, which was set up at the April Mar-a-Lago meeting of Trump and Chinese President Xi Jinping. The Chinese have repeatedly extended an offer to the United States to join the Belt and Road Initiative: the U.S. could both participate in global infrastructure projects in other countries, and get urgently needed help to rebuild our own crumbling infrastructure here at home. What are we waiting for?

China is taking that approach into the most devastated corners of the planet, with undeniable success. Africa is beginning to see progress in reducing poverty, for the first time in decades, if not centuries—with Chinese help. China is offering its “wisdom” and its Belt and Road Initiative to help solve the numerous crises in the Middle East as well.

To paraphrase President Xi, there is no such thing as permanent “intractable poverty,” nor, for that matter, intractable wars. Both can be defeated, with the appropriate policies.

Building a political fire under the behinds of Congress, and their constituents, will improve their understanding of those needed policies. And leveraging the advances we are achieving in the international situation, can help force through the necessary policies inside the United States.

Developments in the U.S. today give further evidence that the intentions of President Donald Trump to rebuild the American economy and reverse the collapse of the American standard of living, while well intentioned, can not possibly be realized without resolving the onrushing collapse of the Western financial system. A recovery is impossible without the creation of a modern form of the Hamiltonian credit system, to generate the massive quantities of credit needed to even budge the wounded colossus of the American economy. The American Society of Civil Engineers estimates that nearly $5 trillion is needed over the next eight years just to restore the decayed infrastructure to a decent standard, while the China Investment Corporation, a sovereign wealth fund looking to invest billions in the U.S. (if the necessary financial structures can be created), estimates the infrastructure shortfall at $8 trillion.

So where does that leave the Trump proposal for a $1 trillion infrastructure fund? Or, for that matter, where will the credit come from to fix the broken U.S. health care system, or restore our down-sized manufacturing capacities, or our research and development in frontier fields such as nuclear fusion power and the exploration of space?

Trump on declared Monday to be “Made in America Day,” honoring leading manufacturers at the White House and pledging to restore America’s manufacturing excellence of yore. But he made no mention of his pledge to restore Glass-Steagall, to end the gambling casino on Wall Street which has now built up a derivative pool of worthless speculative paper nearly twice as big as that which led to the 2008 crash. Without that first step of Glass-Steagall, to facilitate state-directed credit policies, the other measures mentioned by Trump — cutting regulations and ending unfair trade policies — will not even begin to reverse the collapse.

Or look at the health care fiasco. The most recent effort to take down the Obamacare disaster and replace it with something just as bad, has fallen apart, as neither Republicans nor Democrats could stand the stench. Trump responded that now Obamacare will proceed to collapse on its own accord, and that this may open up the ability to work with Democrats to create a workable solution.

But there is no workable solution as long as Wall Street runs the health care system through the insurance conglomerates, driven only by the maximization of stockholder value, to extract wealth from the system. The problem here again is a lack of credit to address the collapse of the health care delivery system — it is not an insurance problem, but a breakdown of the physical delivery system.

One of the Republican Senators who turned against the GOP plan yesterday, Jerry Moran, is from Kansas, a state where the years of cutbacks in health care has left their rural communities with literally no access to emergency health care, as is true in many of the inner cities in the once-booming industrial heartland. The Hill-Burton policy initiated by Franklin Roosevelt did not address insurance, but delivery. Every citizen was mandated to have access to hospitals and medical professionals to a given standard — if the private sector provided that to a community, fine and good, but if not, the local and national governments were required to do so. It is this physical reality which must be addressed, and can only be addressed through Glass-Steagall and the revival of national credit systems as created under the Hamiltonian American System. The near-death of that American System, especially since the assassination of Jack Kennedy, can and must be reversed in the coming weeks and months.

The President has nearly broken the back of the British Empire’s imperial division of the world into warring powers, by forming partnerships with Russia and China to fight terrorism and build the world through the New Silk Road. But the British have always run their Empire through control of the flow of credit, under the “private” banking system. Their hatred of Trump, and their launching of the color revolution now being waged to remove or assassinate him, is driven both by his rejection of the imperial division of the world, but even more by his threat to restore the American System of national credit, crushing the power of Wall Street and the City of London. Every American must act to implement that new paradigm in this moment of opportunity. It will not last long.

If there were ‘traitors’ to the survival of the United States, they would be but the politicians and media continuing to push a crazed “Russiagate” coup attempt against President Trump for his policy of cooperating with Russia and China.

If that strategic peace policy of the President is destroyed, the result will be spreading wars, and potentially war of nuclear powers. Even if the worst were avoided, the fact is that in the Bush-Obama era of regime-change wars — permanent war — the United States has been undergoing economic, social, and cultural destruction. Trump is trying to end that disastrous era through cooperation with Presidents Putin and Xi, and is following a clearly successful course. Moreover, he is determined to continue to pursue it in spite of the cries of “impeachment” and the threats of the intelligence agencies and their British intelligence mentors.

But the United States could also be destroyed by the financial crash and economic collapse threatening now, as bubbles collectively larger than those of 2007 are defaulting. The United States economy is sinking, and above all because its decrepit economic infrastructure is falling apart with no repairs, let alone replacement at a higher level of technology.

In that situation, what does it mean for some political leaders to say, “Don’t offer any alternative policies to the American people; just impeach — and prosecute! — the President for meeting with Russians.” This is a recipe for chaos.

It is the economy, stupid, and the condition of the U.S. economy — of employment, of productivity, of quality of life — is sinking fast.

Here the American people have to “take over” President Trump’s derailed plans to “make America great again.” It is up to us to defeat the Wall Street banks who have pushed him out of the driver’s seat.

The “American System of economy” is what he has spoken for. He has not implemented it. It is what we need to save this nation, so we must carry the President to implementing it.

EIR Founding Editor Lyndon LaRouche has stated that American System in four policy actions that must be taken now, starting with reinstating the Glass-Steagall Act to “drive the money-changers from the temple of our civilization,” as FDR said. The lessons of the Apollo Project must be applied to expanded space exploration and to the renewal and rebuilding of America’s economic infrastructure at new levels of technology. The goal of developing fusion energy must be made the crash program it never became.

The American System can return us to the “golden age of U.S. productivity” which began with FDR and ended soon after JFK was assassinated; and which resulted from the almost continuous renewal of U.S. economic infrastructure at advancing levels.

Or we can face strategic crisis and war if we let the economy collapse. Ignore the “Russiagaters”; this is the issue.

“At the beginning of this year, we said Trump can become one of the greatest Presidents of all of U.S. history, if he manages to get the United States to cooperate with the New Silk Road; I think we have made quite a significant advance on that. I would not underestimate the influence of our mobilization on that point. Because the Mar-a-Lago meeting, the fact that Trump sent a high-level delegation to the Belt and Road Forum in Beijing, the fact that Trump is now saying that he knows Xi Jinping quite well; that they have established a very good relationship. They met already I think three times, maybe two times, I don’t know; in any case it’s a very good solid thing.

“The fact that the Trump-Putin meeting in Hamburg went excellently, given the fact that you have a half-year attempt of a coup attempt by the British Empire in the United States; I think both Presidents maneuvered very wisely and very well. The fact that Putin afterwards said Trump is very different than the media portray him, and this can increase into a very good relationship. This is excellent! Just imagine if there would have been Hillary Clinton in the White House; you would have World War III already. So Trump on that level is doing very well, and don’t for one second listen to what the liberals in the United States are saying; this is completely irrelevant, because what counts is the strategic situation. Will we have World War III or not? So, whatever happens within the United States is relatively secondary to the strategic situation; and there Trump has done excellently.

“For example, there is a very delightful picture, which [a close collaborator] was so kind to just send me, with Macron, Trump, and Merkel. It has Trump speaking, looking in the direction of Macron; Macron looking at Trump; and Merkel being in between them, looking down, very unhappy. I think this captures the situation, because the fact that Trump was invited to be the guest of honor in France. He was invited to be in the Bastille Day national holiday; Macron took him to a very fancy restaurant at the top of the Eiffel Tower. And then afterwards, Macron said that the relations of France are equally close to the United States and Russia. I think this is really important; because if you look at the rest of Europe, the East European, the Central European attitude towards the Silk Road; Italy, Spain, Portugal, in the direction of China. Macron having sent Raffarin to the Belt and Road Forum, and now Macron inviting Trump in this way, clearly means that the war coalition of Theresa May and Merkel meeting with Obama shortly after the election of Trump — that is not working.

“So, the overall direction is going in the right way. I think this is very positive. We have to tell these Trump supporters who say we shouldn’t bring in these global issues that they really don’t get it. The best thing Trump has going for them is those global issues. If he gets support from Macron, and if he is doing well with Xi Jinping and Putin, I think these Trump people must understand this is not a fight inside the United States. This is exactly as Lyn has been saying; this is strategic, this is international, and this battle will be won or lost on an international scale. So, don’t think small, don’t think local; this is not how history works at this point.

“Having said that, one has to also note very clearly that the big Achilles’ heel is the economic financial policy of Trump. Seven months into his Presidency, he has not yet done anything which would really carry the message that he means it in terms of his election promises — Glass-Steagall, the American System, Alexander Hamilton, Lincoln, $1 trillion investment in infrastructure. That’s probably still what he intends to do, but it still hasn’t happened yet. He only has appointed about one-third of the people who should fill posts in various departments like the State Department and other departments. And he still has people like Mnuchin there, and it’s clearly the weak flank.

“We are under the Damocles Sword of a collapse worse than 2008. There are many voices apart from our own warning that all the tools of the central banks have been used up; quantitative easing has just led to an increase of the profits of the speculators at the expense of the common people. The gap between rich and poor has been widening; the corporate debt, the state debt, all of these factors are much worse than 2008. If this thing would collapse, you would have chaos instantly. We are not away from the danger of the threat to the existence of civilization. The NATO maneuvers are still taking place, and that is still a source of danger. But right now, the biggest danger is the collapse of the system leading to instant chaos.

“If you want to have a foretaste of what that looks like, look at these over-filled [subway] cars in Manhattan with 90 degrees Fahrenheit, people freaking out. You could have a collapse of infrastructure in no time, as you could have a collapse of the financial system. So, don’t think we are out of the danger zone! If you think that, you are not in the real universe.”

During his two-day state visit to France, President Donald Trump has continued to build working relationships with President Xi Jinping of China; with President Vladimir Putin of Russia; and with other sensible heads of state, who are waking up to the fact that the future of humanity lies outside the controlled geopolitical game of the British Empire.

With French President Emmanuel Macron at his side at a joint press conference two days ago, Trump praised China’s Xi as a “man of quality, [who] loves China.” He described Russia’s Putin as someone who “wants what’s good for Russia, and I want what’s good for the United States.” And Trump strongly defended his recent meeting with Putin, which he explained had already produced important results in Syria: “I think in a case like Syria where we can get together, do a ceasefire, and there are many other cases where getting along can be a very positive thing.”

All of that is fine, Helga Zepp-LaRouche commented yesterday, but what is urgently lacking is an industrialization program for the United States to stop the onrushing collapse of the physical economy—nowhere seen more clearly than in New York City. The Trump administration has yet to move on its announced policy of a $1 trillion infrastructure plan, nor on the urgently required Glass-Steagall bankruptcy reorganization of the U.S. and trans-Atlantic banking systems. If there is no crash program built around Lyndon LaRouche’s Four Laws, she stated, nothing else is going to work: the U.S. must join China, Russia, and other nations in the construction of the World Land-Bridge, including inside the United States. “It’s the economy, stupid!” Zepp-LaRouche insisted.

Just consider the following. Over the past decade, China’s banks have generated some $10 trillion of credit, with a growing amount of that now channeled abroad as part of the Belt and Road Initiative. With that credit, they have pulled 700 million people out of poverty, built some 22,000 km of high-speed rail, and launched the planet’s most advanced scientific activity in the fields of space, fusion energy, etc.

During that same decade, the financial institutions of the trans-Atlantic sector (plus Japan) have issued more than $15 trillion in cumulative “quantitative easing”—half again as much as what China issued as productive credit—purportedly to increase bank lending. But absent Glass-Steagall and LaRouche’s Four Laws, none of that has gone to productive investment. Instead, we have industrial and infrastructure collapse; growing poverty and real unemployment; soaring suicide, and drug and alcohol death rates; and an abandonment of scientific endeavors, as best represented by the NASA mission.

This is the big weakness in the strategic situation, Zepp-LaRouche emphasized, a weakness which the LaRouche movement can help remedy by getting the U.S. population focused on the required solutions to the collapse, much as we succeeded in doing at the recent New York conference on “Food for Peace and Thought.” Now the needed infrastructure programs must begin, and credit for development must start to flow.

Wall Street and the City of London won’t like it. But everyone else will.
