The new phase of world history which was formally inaugurated when the Belt and Road Summit was held May 14-15 in Beijing with Helga Zepp-LaRouche’s participation, is continuing to overturn the old imperial order, and open the way to the world’s entry into the New Paradigm for which the LaRouche’s have been fighting for decades. These totally new circumstances now require of each of us that we sharply upgrade the level of our overall assessment, our commitment, and our leadership, to meet the qualitatively new challenges of the coming hours and days.

Today is the day that LaRouche’s Manhattan Project has gathered, along with hundreds of others, to pay tribute to the immortal classical-music teacher Sylvia Olden Lee. But on the very same day, New York Governor Andrew Cuomo declared a State of Emergency for the New York transit system. Who can doubt any longer that the solutions which Lyndon LaRouche has so urgently demanded, are needed immediately—based on a massive program of Federal credit, as dictated by LaRouche’s “Four Laws?”

Although the Group of 20 Summit as such—scheduled for July 7-8 in Hamburg—is apparently doomed to irrelevancy because of the folly of Germany’s Chancellor Angela Merkel, nevertheless, a great many much more important bilateral and trilateral summits have been scheduled around and in the interstices of the Group of 20 meeting. The most important of these is probably the meeting between Presidents Trump and Putin, one which both we and President Trump—and probably President Putin as well—had hoped to hold much earlier. Everything about this Trump-Putin meeting has become a matter of hand-to-hand combat with those who want to prevent any understanding with Russia at all costs. Given that, as of now, there will be some sort of meeting between the two Presidents in Hamburg, official statements about what sort of meeting it will be, seesawed back and forth during the day. Most recently, Trump’s chief economic adviser, Gary Cohn, said that the White House expected the meeting to be a formal bilateral one, rather than an informal “pull-aside” conversation.

On another front of the same war, President Trump moved forward from his June 1 rejection of the Paris Climate Accord, to tell a meeting at the Energy Department this afternoon, that, “Today, I am proudly announcing six brand-new initiatives to propel this new era of American energy dominance. First, we will begin to revive and expand our nuclear energy sector—which I’m so happy about—which produces clean, renewable and emissions-free energy. A complete review of U.S. nuclear energy policy will help us find new ways to revitalize this crucial energy resource. And I know you’re very excited about that, Rick. [Energy Secretary Rick Perry.]”

To end this report in an entirely different dimension— McKinsey consultants has just published a pathbreaking study on the Chinese economic engagement in Africa. McKinsey estimates that about 10,000 Chinese firms are active in Africa—about 90% of them privately-owned—of which they studied about 1,000 in eight countries. They note that since the year 2000, China has catapulted from being a small investor in Africa, to becoming its biggest economic partner by far. Nearly a third of the Chinese firms in Africa are involved in manufacturing, a quarter in services, about twenty percent in trade, and twenty percent in real-estate and construction. Twelve percent of African industrial production—about half a trillion dollars worth—is handled by Chinese firms. Chinese firms fill nearly half of Africa’s internationally-contracted construction market. Seventy-four percent of the Chinese firms in Africa said they feel optimistic about the future there, and most have made investments that represent a long-term commitment to Africa, rather than in trading or contracting activities.

In the Chinese companies surveyed, 89 percent of the employees were African, adding up to nearly 300,000 jobs for African workers. Scaled up to the estimated 10,000 total Chinese firms in Africa, this suggests that Chinese-owned businesses employ several million Africans. Nearly two-thirds of Chinese employers provide some kind of skills training. In construction and manufacturing, half of the firms offer apprenticeship training.

Half of the firms had introduced a new product or service to the local market, and one-third had introduced new technology. In some cases, Chinese firms had lowered prices for existing products and services by as much as 40 percent through improved technology and efficiencies of scale.

Under “areas for significant improvement,” McKinsey says that by value, only 47 percent of the Chinese firms’ purchases were from local African firms. Another “area for improvement” is that only 44 percent of local managers at the Chinese companies were African, although some firms had driven their local managerial employment above 80 percent.

Something new under the Sun, is it not?

On Thursday, June 29, an historic concert will be held in Carnegie Hall in New York City, in celebration of the life and work of Sylvia Olden Lee, trailblazing Metropolitan Opera vocal coach and a long-time friend and colleague of the Schiller Institute. Sponsored by the Foundation for the Revival of Classical Culture, the concert features a 220-person chorus, of which the 110-person Schiller Institute NYC Chorus comprises half. Also participating is the Convent Ave. Baptist Church Chorus, led by Lee’s (and the Schiller Institute’s) longtime friend Gregory Hopkins, founder and head of the Harlem Opera Theater.

The concert/tribute to Lee will be followed the next day by a working symposium on the Verdi tuning at C=256, including vocal comparisons between selections sung at A=432 and A=440 or higher. The two-day process will be a major step forward for Lyndon LaRouche’s “Manhattan Project,” and the building of a 1000-1,500-person chorus as proposed over a year ago by LaRouche.

Such a classical cultural revival is essential to bringing scientific thinking back to the United States, in order to shift the country fully into the New Paradigm of China’s Belt and Road Initiative.

But there is another New York, as we are being reminded daily. Yesterday, there was a disastrous derailment on one of Manhattan’s major subway lines, which led to dozens of injuries (fortunately no deaths—this time) and serious damage to the tracks and tunnel. No one has an estimate at this point of how long it will take to repair. But this is only a foretaste of the “Summer of Hell” that awaits New Yorkers beginning July 10, when an announced series of 20% cutbacks in service will begin, to permit necessary repairs to be carried out.

The fact of the matter is that the entire infrastructure grid of greater New York is imploding from decades of lack of maintenance and investment in new capabilities. The Schiller Institute is now preparing a full programmatic proposal for what has to be done, starting immediately, to address this crisis— which includes working closely with China and its world-class infrastructure capabilities.

In fact, the entire trans-Atlantic system is collapsing— both its physical economy, and its financial system—and cannot recover without writing off the bankrupt $1.5 quadrillion derivatives bubble, with Glass-Steagall and the broader policy of LaRouche’s Four Laws. This is evident in the current dead-end debate in Congress on Obamacare vs. the Republican health care bill, both of which simply kill people in order to keep Wall Street’s insurance Molochs contented. And it is evident in the implications of the London Greenfell Tower inferno, which can best be called the Greenfell Crematorium, where dozens if not hundreds of such dangerous housing projects for poorer immigrants and others exist, as a result of the privatization of public housing and speculation in the British housing bubble — both courtesy of the bankrupt City of London and Wall Street.

Fortunately, the alternative to this murder, and associated cultural insanity, is coming into being around China’s Belt and Road Initiative. China’s President Xi Jinping has just announced that he will be holding summits with Russian President Vladimir Putin (on July 3), and Germany’s President Franz-Walter Steinmeier and Chancellor Angela Merkel (shortly thereafter), both prior to the July 7-8 G20 summit in Hamburg. The Xi-Putin summit, in particular, can be expected to produce important new developments, as both sides have repeatedly stated over recent months, especially in enhanced coordination between China’s Belt and Road and Russia’s EAEU initiatives. It is also significant that Xi and Putin will be meeting immediately prior to the expected Putin-Trump meeting in Hamburg during the G20 summit. That meeting can be a “game-changer,” as they say, not only in bilateral US-Russia relations, but in the strategic situation facing the entire planet.

The British Empire, and those in Washington who are carrying the Queen’s water, are perfectly aware of that fact, and are prepared to do anything, anywhere (not just in Syria), to prevent that from happening.

We, however, are similarly prepared to make sure that it does.

In July of 2016, candidate Donald Trump told a news conference that “there’s nothing I can think of that I’d rather do than have Russia friendly, as opposed to the way they are right now, so that we can go and knock out ISIS with other people.” The next day he asked his supporters at a campaign rally: “Wouldn’t it be a great thing if we could get along with Russia?” He was enthusiastically supported. Across the country, especially working people who were suffering from the economic malaise at home, were also disgusted with Nobel Peace Prize winner Barack Obama’s perpetual wars, destroying nations and killing hundreds of thousands in the process, in nations which were no threat to the U.S., and were in fact fiercely confronting terrorist insurgents in their own nations. Their crime: being friends with Russia, and refusing to be subservient to the Empire centered in the City of London and Wall Street.

On July 7, President Trump is tentatively scheduled to meet with Russian President Putin for the first time. There is a potentiality that he will establish a strong, working relationship with the leader of the other nuclear superpower. Just a week earlier, he had told the leading Chinese statesman for foreign policy, Yang Jiechi, that he was ready to bring the U.S. into the New Silk Road, through a strong, working relationship with President Xi Jinping. On Monday this week, he established a strong, working relationship with Indian Prime Minister Narendra Modi.

This is what terrifies the would-be gods of the dying western empire.

On October 10, 2009, Lyndon LaRouche, speaking to the World Public Forum Dialogue of Civilizations, on the Island of Rhodes in Greece, said:

“If Russia, and the United States, and China, and India, agree, as a group of countries, to initiate and force a reorganization of the world financial and credit system, under these conditions, with long term agreements, of the same type that Franklin Roosevelt had uttered before his death, in 1944, under key nations, the intention of Roosevelt all these years later, could have been realized, and we could do that today.”

That time has come. The “Four Powers” are nearly aligned in a manner which could, finally, once and for all, rid the human race of the curse of Empire, the scourge of war, and the misery of poverty.

The imperial lords will stop at nothing to prevent the destruction of their Empire from Hell. Calls for Trump’s impeachment or assassination now appear in the media, in a perverted version of Shakespeare’s Julius Ceasar in New York’s Central Park, at rock concerts in Britain. Traitors within the U.S., even within Trump’s own circle, create fake news to draw Trump into a war in Syria, which would lead rapidly to war with Russia — thermonuclear war.

But it is increasingly clear that the American population, even many who did not support Trump’s election, are disgusted and fed up with the hysterical Russophobia, the demonization of Trump and Putin, and are expressing this disgust in the recent elections, in social media, and, most importantly, in growing support for the LaRouche movement across the country.

On July 7 in New York City, agricultural experts from China, the United States and others will gather for a conference co-sponsored by LaRouche’s Schiller Institute. The Chinese experts, in several cases, have been at the center of the process which lifted 600 million Chinese out of poverty, and are committed to working with the United States and others to alleviate poverty world wide. This is indeed possible, provided that the U.S. and Europe reverse the collapse of the western economies under the brutish monetarist system, which has destroyed the idea of progress in our nations. Restoring the Hamiltonian policies of our forefathers, as spelled out in LaRouche’s Four Laws, can and must provide the foundation for global cooperation within the new paradigm.

Anything less, at this moment of historical opportunity, is insane and intolerable. Percy Shelly, in his “A Defense of Poetry” of 1821, described historical periods of intense struggle, as this one is, in this way:

“At such periods there is an accumulation of the power of communicating and receiving intense and impassioned conceptions respecting man and nature. The person in whom this power resides, may often, as far as regards many portions of their nature, have little apparent correspondence with that spirit of good of which they are the ministers. But even whilst they deny and abjure, they are yet compelled to serve, that power which is seated on the throne of their own soul.”

Humanity is experiencing a moment of historic phase change, for good or for ill. It is a time for poetic action.

Judging from reports from the Democratic Party, the “charm” is wearing off the British game of eliminating American presidents who promote the American System of economy rather than the imperial world order. Playing “Russiagate” against President Trump — McCarthyism for donkeys — is not supported by the Democrats’ working class constituencies. And it is a deadly threat to the United States, including the threat of world war.

China, with Russia’s full cooperation, has put the Belt and Road Initiative of great infrastructure projects into high gear, and effectively launched a new economic order of “win-win” growth and development. The United States joining the Belt and Road would make it unstoppable, and “make America great again” as well.

The President has been the target of attempted overthrow and even potential assassination because he favors just this collaboration, and has repeatedly said so.

To put an end to this dangerous attempt at a coup, the focus of efforts should be on two sets of meetings occurring 10 days from now, which will help decide for that new order of economic, scientific and space-faring cooperation of nations.

All reports are that President Trump is looking forward to holding a full bilateral meeting with Putin on July 7 during the G20 sessions in Hamburg — not a mere “pull-aside” but effectively a summit — and to hold a second such meeting with China’s Xi there as well. Such British-oriented media as the London Independent and Telegraph are quite appalled at these reports (initially by Associated Press), fearing that Trump and Putin may make decisions about cooperation, as Trump and Xi did in Mar-a-Lago.

That same day the Schiller Institute and the China Energy Fund will hold a major “Food for Peace” conference in New York thinking forward to United States participation in the Belt and Road Initiative; this conference with its focus on progress in food production. It will be a major collaboration on bringing America into the New Silk Road, to revive its own economy, technology and agriculture; it will feature agricultural experts from both countries.

The crucial importance of such events is that President Trump cannot defeat the British-instigated drive to force him out of office, alone. It is up to the American people to reject and defeat “Russiagate,” stop the coup attempt, and back the President in working with Russia and China for peace and economic development of the United States and the world.

The success of the Schiller Institute conference is equally critical with that of President Trump’s prospective summit meetings. Schiller Institute founder Helga LaRouche and EIR Founding Editor Lyndon LaRouche were the originators more than 30 years ago of the “Eurasian Land-Bridge” concept which now, through China’s Belt and Road Initiative, is becoming the World Land-Bridge. This involves rebuilding a new economic infrastructure for the United States; but to do it, Lyndon LaRouche’s “four laws to save the nation” are essential. They encompass reinstating the Glass-Steagall Act, a new Hamiltonian national credit institution, and revived emphasis on space exploration and the fusion energy frontier.

This is the American System of economy, and the way to the common aims of mankind.

In a few short decades, China has accomplished economic feats that have left the world stunned in happy amazement: bringing 700 million Chinese out of poverty; increasing average life expectancy from 35 years in 1949 to 76 years today; launching world-class scientific work in the fields of space exploration and fusion energy development.

But China is not resting on its laurels. President Xi Jinping’s government intends to totally eliminate poverty in China—there are still 40 million in that category—by the year 2020. Xi recently met with Party leaders in China’s northern Shanxi province, and told them: “As long as we pay great attention, think correctly, take effective measures, and work in a down-to-earth way, abject poverty is absolutely conquerable.”

Nor is China limiting its ambitious intention to China alone. Foreign Minister Wang Yi was at a two-day conference June 21-22 with the African Union in Addis Adaba, where he stated that “Close to 400 million people in Africa live under the poverty line, and more than 40 million Chinese need to be lifted out of poverty. China and Africa need to join hands in fighting poverty and achieving common development. This is our responsibility to the future generations, the shared objective of Chinese and African people and the inherent part of human progress.”

Wang Yi went from Ethiopia to Lebanon, where he stressed that “China advocates more actions to curb the deterioration of a refugee crisis in the Middle East and find a solution as soon as possible,” adding that China is willing to enhance cooperation under the framework of the Belt and Road Initiative.

As Helga Zepp-LaRouche has repeatedly emphasized in recent weeks, last month’s May 14-15 Belt and Road Forum in Beijing—in which she was a prominent participant—was a turning point in modern history, to make this intention a global reality. With the important indications earlier this week of growing U.S. involvement in the Belt and Road project, we stand at the threshold of that planetary change.

Lyndon and Helga LaRouche have been at the forefront of many of these developments, way before they ever happened. It was Lyndon LaRouche who first stated that the U.S. joining the Belt and Road Initiative was the key to the strategic crisis, and he provided the programmatic basis for doing that with his Four Laws. Now we stand less than two weeks from the start of the July 7-8 G20 meeting in Germany, which will see historic summits between and among Trump, Xi, Putin, Abe and others. But regardless of the outcome of those meetings, Helga Zepp-LaRouche stressed today, the planet is now moving under the overwhelming dynamic of the Belt and Road Initiative. Its successful outcome depends, as it has from its inception, on the singular strategic and policymaking conceptual input provided by the LaRouche movement. And it is our special responsibility, Helga Zepp-LaRouche stated, to use our organizing effort to introduce beauty into the political debate.

Now is the time, as Lyndon LaRouche has been fond of saying for decades, to have fun.

Four events over the past few days have demonstrated that the United States is now responding to the call issued by Lyndon and Helga LaRouche three years ago: the U.S. is joining the New Silk Road.

In a discussion of these historic events today, Helga Zepp-LaRouche noted that our organization has been fighting for the United States to join the New Silk Road for at least three years, since the publication of the EIR Report “The New Silk Road Becomes the World Land-Bridge.”

“At first we were the only ones,” Helga said, “but now it has become common place. We should take credit — think how many events we sponsored, all over the world, with this idea. This shows that ideas work!”

“People should certainly be optimistic,” she stressed. “If this is further developed, then all other problems can be solved. Go out with an optimistic report for the population — our policy is working!”

As Bloomberg reported yesterday President Donald Trump told China’s State Councilor Yang Jiechi at a meeting that the U.S. is willing to cooperate on projects related to its Belt and Road Initiative, according to a statement from China’s Foreign Ministry. Yang Jiechi was in Washington to co-chair the first China-U.S. diplomatic and security dialogue, with Secretary of State Rex Tillerson, Defense Secretary James Mattis; top members of the PLA general staff also attended the meeting.

Since his April meeting with President Xi Jinping in Florida, Trump has toned down the anti-China rhetoric from the 2016 election campaign, and sent one of his top advisors, Matt Pottinger, National Security Council senior director for East Asia, as the U.S. representative at China’s Belt and Road Forum for International Cooperation in May. Engagement with President Xi Jinping’s signature project to build new trade and investment links between Asia, Europe, and Africa would mark a contrast to the Obama administration, which turned down the opportunity to be a founding member of the related Asian Infrastructure Investment Bank. The Obama White House even organized vociferously with U.S. allies against the AIIB, although largely in vain.

Yang told Trump in a White House meeting June 22 that China highly appreciated the U.S. attendance at the gathering and would be willing to work with the U.S. on the initiative, said Beijing’s Foreign Ministry. The President responded that he would also be open to working together on related projects.

Trump told Yang that he’s happy with the positive progress made in relations since meeting Xi and is looking forward to meeting China’s President again at the July 7-8 G20 summit in Hamburg, Germany, and visiting China within the year. Whereas a date for an official Trump visit to Beijing has not yet been arranged, China has invited Trump’s daughter Ivanka and son-in-law Jared Kushner, both of whom hold posts in the White House, to visit later this year, Bloomberg reported, citing its sources.

White House support for Belt and Road Initiative would be “a boon for China-U.S. relations,” said He Weiwen, deputy director of the Beijing-based Center for China and Globalization, and a former business attaché in the Chinese consulates of New York and San Francisco. “The Belt and Road projects are so big that Chinese companies can’t do them alone. They need to find partners elsewhere, including the U.S.” U.S. companies have already been deeply involved in the projects along the path, and business leaders on both sides have been calling for cooperation in third countries, he said.

The U.S. Chamber of Commerce and the China Center for International Economic Exchanges, a Beijing-based think tank staffed by a number of retired senior government officials, said in a joint statement June 21 that the two nations can engage in full cooperation under the Belt and Road Initiative and through a number of other means including the AIIB, World Bank, and other multilateral investment and financing institutions.

The China Center for International Economic Exchanges and the U.S. Chamber of Commerce co-hosted the “9th U.S.-China CEO and Former Senior Officials Dialogue” from June 20 to 21 in Beijing, issuing a Joint Statement powerfully committing U.S. and Chine…

It is widely expected that Presidents Trump and Putin will meet in person for the first time just two weeks and one day from today, on the sidelines of the July 7-8 Group of 20 summit in Hamburg. This meeting has the potential to be a world-changing event. As we have reported, Russian Senator Alexander Pushkov said on June 20 that this meeting will be the highlight of the G20 summit if it takes place. “A lot will depend on this meeting,” he said, and “that is why it is so highly anticipated everywhere—from Tallin to Lisbon, from Beijing to Cairo.” Yes, it’s critically important—but yet no one is talking about it! It’s “hiding in plain view,” as Lyndon LaRouche has frequently cited a notion found in Edgar Allan Poe’s story of “The Purloined Letter.”

Our adversaries of the British imperial faction are saying absolutely nothing about this soon-approaching Trump-Putin summit, because they are terribly frightened of what may happen there. After all, why else have the neocons and neoliberals spent so many months lying their heads off that President Trump and his associates are somehow Russian agents? Now this fast-approaching expected summit is so important that they refuse even to mention it!

Instead, they have been moving in obvious ways to try to get the Trump-Putin meeting cancelled—or, if they can’t get it cancelled, to try to insure that it is ruined, and that it becomes totally hostile, so that no positive personal relationship can develop.

It was for this reason that a crazy Russia sanctions bill was rammed through the Senate by a lopsided 98-2 majority just one week ago today—and then misreported as “Trump sanctions” by the lying British-run media—even though the Trump Administration opposes it and is trying to stop it before it can become law. It was for this reason that U.S. forces shot down a Syrian jet on June 18, forcing the Russians to again terminate the hotline through which US and Russian forces had deconflicted their operations in Syria. It was for this reason that Steve Mnuchin’s U.S. Treasury Department imposed sanctions on 38 Russian and Ukrainian firms and individuals on June 20, forcing Russia to cancel a planned meeting between Deputy Foreign Minister Ryabkov and U.S. Undersecretary of State Shannon. And whose F-16 was it that buzzed the jet of Russian Defense Minister Shoigu just a few days ago?

And what worse treasonous act will these people commit tomorrow, in their hysteria about the prospect of better relations between the U.S. and Russia?

These sinister forces have refused to recognize the Constitutional election decision of the American people since day one, and they still refuse. Those of us who support the President and the Constitution must come forth to crush the forces of treason, and to support the President to achieve his objectives by joining the U.S. with Russia and China in the New Silk Road, and recreating American infrastructure through massive Federal credit, and in partnership with China, through Lyndon LaRouche’s “Four New Laws” of June, 2014. And tomorrow may be too late.

Further indication of the British-loving layer’s hysteria at the prospect of a linking-up of Putin with Trump, can be found in German Finance Minister Schauble’s remarks of June 20 (on receiving the Henry Kissinger Prize): “I doubt whether the United States truly believes that the world order would be equally sound if China or Russia were to fill the gaps left by the U.S., and if China and Russia were simply given a free hand to dominate the spheres of influence that they have defined for themselves. That would be the end of our liberal world order.”

He’s lying, and he knows he’s lying—but can’t you feel the hysteria behind his lying?

Given leadership, Americans are rejecting the British-initiated attempt to “coup” President Trump, force him out of office by impeachment, resignation, or even assassination because he wants cooperation with Russia and China. This coup, implicating Obama’s intelligence agencies and FBI director, has driven the Democratic Party mad with anti-Russia McCarthyism against Trump — and it is continuing to lose them elections.

For the motivations of the anti-Trump plotters, listen to the fanatically stingy German Finance Minister, Wolfgang Schaeuble, attacking Trump yesterday in a Berlin speech: “I doubt whether the United States truly believes that the world order would be equally sound if China or Russia were … simply given a free hand to dominate the spheres of influence that they have defined for themselves. That would be the end of our liberal world order.”

Exactly right — that “liberal” world order that deindustrialized and rusted out the U.S. economy, and that Americans voted to get rid of. They entrusted Trump to make America again an industrial power, a technological power, a power in the present and future exploration of space. The Congress — both parties — needs to start immediately rebuilding and replacing the nation’s obsolete economic infrastructure. Cooperation with China, with its “Belt and Road Initiative” many times the scope of the Marshall Plan, can dramatically help, from high-speed rail networks to Moon landings.

Speaking to a U.S. Commerce Department foreign investment “summit” on Monday, Treasury Secretary Steven Mnuchin said, “Working with foreign investors is going to be a critical part of any infrastructure plan we put forward.” Fine. Many China business leaders among the 1,200 attending, want to see China investing in a new U.S. infrastructure build, through American national credit institutions like the four major national banks which have funded China’s incredible infrastructure breakthroughs of the last 20 years.

But Mnuchin then said, “Public-private partnerships are critical…” for building new infrastructure — the failed “liberal world order.” So-called PPPs, where investment firms want their capital back within 10 years, and 10-12% interest annually, do NOT build new infrastructure platforms.

A network of high-speed rail lines across the nation? Sea gate systems which would have protected New Orleans from Hurricane Katrina, and New York’s transportation systems from Superstorm Sandy? Desalination complexes and long-range water-transfer systems to irrigate the West? Human bases on the Moon? PPPs do not create such things.

National credit does. EIR Founding Editor Lyndon LaRouche said a few years ago: “You’re talking about an investment by more than one generation. All of the great projects which we need now, as in the past too, are projects which require multigenerational investment. They are the incurrence of debt, a debt which spans generations. And one of the great things that we have to master in this respect, is what is the nature of human beings….

The idea of credit, first of all, is human. It doesn’t exist for anything except for human beings, to our knowledge. Therefore, we design a monetary system, or a financial system, based on a system of credit, which means the development of one individual, who transmits something which is of use to a second generation. And this is not a process of continuation; it’s a process of development. And the unit of development is what we should call `credit.'”

Great projects through national credit, a debt which the next generation will be able to “pay back,” using the higher-technology infrastructure to produce and live at a higher and more productive human level. Only nations can generate that credit, individually and through international development banks such as LaRouche has proposed for forty-five years.

There is no more time for “talk about building a new infrastructure.” A “Hamiltonian” national bank for such credit must be created now.

As at least 1.5 million commuters are already aware, July 10th begins what New York Governor Andrew Cuomo has called the “Summer of Hell.” If leading officials in the New York Metropolitan area do not quickly change the way they are thinking about this situation, it will truly become hellish, in ways they cannot even imagine. At issue is the century-plus old tunnel and rail system which moves millions of people in and out of Manhattan on a daily basis. After derailments in early April, it became clear that repairs to the tracks at Penn Station could no longer be delayed, so these urgently needed repairs are set to begin on July 10th. This means a reduction of trains entering Penn Station, which will affect Long Island and New Jersey Commuters, who will have to find alternate routes to get into the city.

– There’s the rub! –

Since taking necessary action on the overall rail grid has been so long delayed and squeezed to miniscule proportions due to budget constraints and small-mindedness, there exists no redundancy in any alternative route that allows for 20% or more extra commuters. The rush-hour traffic by car is already intense; the bus lanes through Lincoln Tunnel are at, or over, maximum capacity; and the same for the other rail lines. Governor Cuomo is reportedly trying to make emergency repairs on crumbling roads to handle the extra automobile traffic, and in New Jersey, Morris and Essex County commuters will be rerouted to the PATH train Hoboken station, but these trains are also already at, or over, capacity as well. In April of 2019 the L train line will be closed for 15 months to repair the Canarsie Tunnel, damaged by Hurricane Sandy in 2012. A proposal to reroute the G Train to help address this problem was shot down by MTA representatives, saying that there are already too many trains using the proposed alternative line. What no one is saying straight out, is that we’ve reached the end. That is, there is no redundancy. The entire system is at the break point, and closing one section for repair or maintenance risks pushing another section over the limit. Better for half of New York City to just take a two-month vacation somewhere else. Helga Zepp-LaRouche pointed out today, that unless there is a comprehensive plan to solve this, which people are informed of, there will be chaos and potential upheaval.

There are already hints of such chaos as the overloaded system groans on, even before the scheduled reductions in service. A couple of weeks ago, a subway car got stuck in a tunnel and the temperatures inside became sauna-like while people waited for 45 minutes to move and get out. Now, passengers are breaking out of stalled trains and walking on the tracks to get to work—an extremely dangerous proposition.

A few weeks ago, Lyndon LaRouche called for assembling a committee to put forward a solution to this crisis. That committee is being assembled. This cannot be addressed through Public-Private Partnerships and piecemeal localized plans. China is building transcontinental high-speed rail corridors in Asia, South America, and Africa. We must think like the Chinese, and join their Belt and Road Initiative. As we develop real high- speed rail—that is, trains that travel at 250 mph—Boston and Philadelphia will become part of this region. New York City will be the center of that. The new track and stations must be planned to serve a vibrant region of East Coast commuters at least 50 years into the future. Adding sky lights and shopping centers to Penn Station will do nothing, except waste time and money.

The only way to fund an infrastructure program on the scale that is needed, is in the way that Lyndon LaRouche has proposed in his Four Laws. First and foremost, stop the hemorrhaging with Glass-Steagall. No more trillion-dollar QE packages; that money is worthless! The banks must be separated by function—that is commercial, savings and loan solvent banks separated from speculative investment banks. This must be followed immediately by a top-down system of national banking and credit as President Abraham Lincoln did with his successful Greenback policy.

The purpose of such a Federal Credit System, is to increase the productivity of the American people, through investment in and development of advanced technologies, which will also create mass new employment in productive jobs. Jobs which can become careers, as opposed to taking in each other’s laundry, as millions are now doing with the informal app-based, slave-labor economy of today.

Finally, all of this must be driven by a commitment to harnessing thermonuclear fusion power to supply mankind’s ever-increasing need for energy. Not only will a modern rail grid require an abundance of electricity, but moving mankind into space, to learn the secrets of the universe, and develop breakthroughs in science, means developing nuclear powered rockets as Kennedy envisioned.

Since New Yorkers are known for being outspoken, cosmopolitan, and impassioned individuals, it is unlikely that they will sit passively on the sidelines as everything breaks down. If this passion can be focused properly, on working with President Trump to implement his campaign slogan “Make America Great Again” through American system methods, as LaRouche has proposed, the summer may well be hell, but the knowledge that a better future will result from the current difficulties will avert complete chaos. On the other hand, if leading officials persist in their foolishly small-minded, money-worshipping state of denial exhibited thus far, expect a very hot summer of chaos and upheaval, with no end in sight. It’s up to you.

Over the past week, corrupt Senators rammed through new sanctions on Russia (and Iran) which were in fact aimed at taking away President Trump’s prerogative to end the illegal sanctions which were imposed by Barrack Obama, by executive order, based on lies regarding Russian intervention in the U.S. election. Then, Sunday, U.S. military forces which are deployed (illegally) in Syria shot down a Syrian fighter-bomber engaged in an attack on ISIS, provoking a stern response from Russia that any further such illegal foreign attacks on the forces of the sovereign state of Syria would risk Russian defense operations.

Who ordered this attack? The Russian Defense Ministry declared a suspension of the agreement with the U.S. regarding deconfliction in military operations, and demanded that “the US Command carry out a careful investigation and report about its results and measures taken.”

Such actions, threatening war between the world’s two leading nuclear powers, are militarily insane. Recall that the U.S. missile attack on the Syrian airbase in April was predicated on the false intelligence reports that the Syrian government had used chemical weapons, for no military or strategic purpose, on its own citizens.

The color revolution now in play against President Trump, involving fake British intelligence channeled through British assets in the U.S. intelligence services, Congress, the mass media, and elements of the U.S. military, must be stopped. Otherwise, the world will be thrown back into the economic chaos and strategic disaster being orchestrated under Presidents Bush and Obama.

In the U.K., the power of the Empire in its home base is being severely tested, and it would be well for Americans to pay close attention. Tory Prime Minister Theresa May and the virtual Tories in Tony Blair’s “New Labour” faction of the Labour Party are threatened with being dumped, following May’s shocking loss of a majority in the recent election, followed by the horrendous fire of the public housing high-rise, which may have killed well over 100 innocents. Sources in the U.K. tell EIR that the May government is lying about the death toll, hoping that the furor dies down, but also because any incident with over 100 deaths must, by law, become a criminal investigation. The “old” labor candidate Jeremy Corbyn — whose program includes an end to regime-change warfare, an infrastructure fund to kick-start the economy, an end to the Russian and Iranian sanctions, nuclear power development, and participation in the New Silk Road — is increasingly seen as a probable winner in any new election, while the crumbling of the Tories increasingly indicates that they will indeed have to call such a new election.

Recall that it was Tony Blair who created the first “dodgy dossier” making up fake intelligence that Iraq had weapons of mass destruction, launching the Iraq war, the spread of terrorism and the refugee disaster. The current coup attempt against Trump was launched by “dodgy dossier #2” authored by MI6 agent Christopher Steele, making up stories about Trump and Russia to spread through their networks in the U.S., an operation which has now reached the level of incitement to kill.

Thus far, the Putin administration has refused to be provoked into a confrontational policy with the new administration in Washington, neither in response to the sanctions nor to the attacks in Syria. Foreign Minister Lavrov, following the downing of the Syrian aircraft, refered to the “zones of de-escalation” implemented by Russia, Iran, and Turkey within Syria, as “one of the possible options to jointly move forward,” adding: “We call on everyone to avoid unilateral moves, respect Syrian sovereignty and join our common work which is agreed with the Syrian Arab Republic’s government.”

It is the responsibility of the citizens of the United States to recognize, and identify, the criminal individuals and institutions attempting to destroy the government and the sovereignty of our nation. China has deployed leading political and industrial leaders to the United States this week, at the invitation of the Trump administration, to discuss cooperation in the Belt and Road Initiative — the New Silk Road — in building infrastructure, investing in industry and agriculture, and cooperating with U.S. industry in developing nations in Asia, Africa and South America. It is this U.S. participation in the new paradigm of progress and cooperation for all nations and peoples, which is now in place under Chinese and Russian leadership, that the dinosaurs of the decayed British Empire and its Wall Street assets are desperate to destroy. Their deadly coup attempt must be stopped, and the American people freed to contribute to the future of mankind.
