While the decisive current question is whether the incoming Trump Administration will truly bury the “regime-change war doctrine” and pursue productive economic cooperation with China and Russia, there were reminders today of Barack Obama’s other sad legacy, the economy. The U.S. Council on Competitiveness released a report on U.S. productivity titled “No Recovery,” and aptly headlined in USA Today, “The Obama Recovery Wasn’t a Recovery After All.” And the National Center for Health Statistics issued a grimmer study, finding that life expectancies for the entire U.S. population are actually falling, and death rates from almost all the most common diseases rising, along with infant mortality. One study researcher said, “There’s just this across-the-board phenomenon of not doing very well in the United States.”

Despite the brief “market” euphoria over Trump’s election, many economists are forecasting that Obama has left him “a new Great Recession”; and in fact, an early financial crash, due to the manifest incapacity of the Dodd-Frank Act to control and subdue Wall Street. Many of the most active and concerned Americans are deeply worried about this as well. The “biggest question” named above will, fundamentally, decide it; American prosperity will return by cooperation in the “New Silk Road” of great infrastructure building, by cooperation in Moon, Mars and deep space exploration; by cooperative breakthroughs in fusion power technologies, nuclear desalination and power.

As the LaRouchePAC National Policy Committee’s Rachel Brinkley put it in a statement on the failed Dodd-Frank Act, “First, is the … increase of real wealth resulting from increased rates of physical productivity. China’s New Silk Road policy is positively affecting 70 countries and 4.4 billion people, through focusing on the construction of new transportation routes and energy development, including the building of high-speed rail and more efficient ports, electrifying rural regions, and partnering in advanced scientific cooperation with other countries. This is a current, living demonstration of how to positively affect net rates of physical growth. Monetary processes must always be subordinate to this….”

But we must have a Glass-Steagall reorganization of the banks immediately — otherwise, with rising interest rates now hitting huge new bubbles of debt, Wall Street and London will crash again and destroy the prospects of progress. Trump has said he wants Glass-Steagall reinstated; many well-known economists say Congress and his Wall Street advisors will not allow it. They underestimate the pent-up demand among millions of informed Americans to have Glass-Steagall justice and “close down the Wall Street casino.” Then a Franklin Roosevelt-style national credit and productivity policy can lift the nation out of the long economic collapse in which Bush and Obama have left it.

On the 75th Anniversary of the Pearl Harbor attack on Dec. 7, 1941 — “a date which will live in infamy,” as FDR declared — a similar shock is spreading through the United States, and the world, as the British Empire is facing its possible final demise. Politically, economically, and strategically, the Empire is trembling, with Mt. Olympus crumbling under its feet.

Politically, the overwhelming rejection by the Italian population of the EU-dictated referendum to hand power over to the Brussels bureaucrats acting on behalf of the City of London banks, adds one more blow to the Brexit, the Trump victory, the Fillon victory in France, the Duterte victory in the Philippines, and a sense everywhere that the British “globalization” of the world under bankers control is coming to an end.

Economically, the frantic effort to keep the European banks afloat through more QE, more money printing, more bail-ins and more bail-outs — the same failed efforts used by Bush and Obama in the U.S. — are increasingly recognized as a cover for the destruction of people’s livelihoods, shutting down productive employment and productivity itself to save the speculators. Plus, it doesn’t even work to save the banks!

Strategically, the “regime change” wars waged by Bush, Blair, Cameron, and Obama across the Middle East, turning country after country over to bestial terrorist gangs, are coming to an end on the battlefields of Syria. Aleppo is nearly liberated from al-Qaeda and ISIS, the creations of the British and Saudi Monarchies. As Col. (ret.) Pat Lang noted on his blog Sic Semper Tyrannis: “What has happened in the cauldron of the civil war is that a new force has appeared in the Levant. A new Syrian Arab Army now exists thanks to Russian training, equipment and advice.”

Further solidifying this rejection of British Imperial policy, Donald Trump last night in North Carolina stated in his strongest formulation yet: “We will stop racing to topple foreign regimes that we know nothing about; that we shouldn’t be involved with. This destructive cycle of intervention and chaos must finally come to an end…. We seek harmony and goodwill among the nations of the world.”

The basis of that harmony has been presented in detail in the EIR Special Report The New Silk Road Becomes the World Land-Bridge, now circulating worldwide in English, Chinese, and Arabic. Over the past week, two political leaders from China, Patrick Ho, former Hong Kong Secretary of Home Affairs, and Vice Foreign Minister Fu Ying from Beijing, told American audiences in Washington and New York that President-elect Trump has the potential to bring China and the United States together in global nation-building by joining Xi Jinping’s Silk Road projects, the One Belt, One Road, and accepting the standing offer for cooperation from President Xi, which Obama had rejected in favor of military confrontation with both China and Russia. Trump has made extremely clear that he will work with President Putin in defeating terrorism, and in other areas to be determined. Today he made another positive gesture towards Beijing by appointing Iowa Governor Terry Branstad to be the next Ambassador to China. Branstad is a close personal friend of President Xi Jinping, stemming from Xi’s multiple visits to Iowa over the years.

To truly bring America into a cooperative relationship with Russia and China, the bankruptcy of the trans-Atlantic banking system must be resolved, preferably before an uncontrolled breakdown crisis. This requires immediate restoration of Franklin Roosevelt’s Glass-Steagall legislation, writing off the worthless derivative bubble which is driving the real economy into Hell. Today, teams of organizers from across the East Coast are in Washington, giving the usually clueless members of Congress their marching orders, to join the worldwide revolutionary ferment, ending the British Empire’s financial dictatorship through Glass-Steagall and the restoration of Hamiltonian directed national credit for industry, agriculture, infrastructure, fusion power, and space exploration. The power to do so is in our hands at this moment, a moment which will also “live in infamy” if we fail. As in 1941, all patriots of their nations, and citizens of the world, have the opportunity to change history for the better by joining this historic international fight to create a civilization worthy of the dignity of all men and women.

This week, LaRouchePAC delegations from Manhattan, and from several Eastern states, came to Washington, D.C., to personally engage Congressmen in the necessity to act to re-instate Glass-Steagall and LaRouche’s “Four Laws,” to deal with today’s strategic crisis. This policy initiative — along with cross-country pressure on Congress — comes at a time of non-stop media fixation on President-designate Donald Trump’s latest and possible Cabinet appointments. `Who are they?… How bad are they?’, etc. The media barrage, and even the appointments themselves, serve to confuse and de-mobilize anyone listening.

It’s important to resist any such localist, “bottom-up” characterizations of what is happening. There is nothing local here: “Trump” electoral surprises are happening all over the world, and more will occur in coming weeks. Electorates the world over are rejecting the whole era of “globalization” for a new paradigm, still being shaped. EIR Founding Editor Lyndon LaRouche stressed on the day after the Presidential elections that the Trump vote was not a “local” event. Rejecting Hillary Clinton was greater than individuals; it was part of a global dynamic shift. LaRouche cautioned today, “It’s dangerous to allow that [localist confusion] to happen. You’ve got to get free of it. It destroys our ability to think, and to solve problems.”

Avoid anger, then, over individuals; think of the potential.

This is reality. There is a dynamic underway internationally for a new paradigm for all mankind, embodied in the Eurasian New Silk Road. There is a strong leadership drive by President Vladimir Putin, and President Xi Jinping and others, in the way forward, laid out for decades by Lyndon and Helga LaRouche.

Today in Moscow, Putin gave a speech from this vantage point. He spoke of the Eurasian Economic Union, “linking up with China’s Silk Road Economic Belt project, [that] will enable us to build a big Eurasian partnership.” He was speaking on the occasion of the second annual “Primakov Readings International Forum” in Moscow, to commemorate the leadership heritage of Yevgeni Primakov. Putin said, “Mr. Primakov also believed that it would be very difficult to adequately address today’s big challenges without a serious partnership between Russia and the United States. Sadly, Russia-U.S. relations have deteriorated considerably over these last years, but this is not our fault. Now that the election campaign is over in the United States and a new President will soon enter the White House, we hope that this will create an opportunity to improve these relations, which are so important not only for our two peoples, but also for ensuring international stability and security…”

The idea of new relations is reverberating throughout Ibero-America, after Xi’s six-day APEC Summit tour earlier this month. Senior Mexican diplomat Sergio Ley has called for Mexico to now “diversify” its foreign trade relations, and no longer have 80% of its trade be with the United States. He said that there now is “an extraordinary dialogue at the highest level” between Mexico and China.

In opposition to this active, new paradigm of international, mutually beneficial relations, come the last-ditch efforts from the geopolitical has-beens, to cause more harm and death. In particular, France, Britain, and the Obama Administration are mobilizing against Russia over Syria. Today, France announced that it will host a meeting Dec. 10, including leaders from the UK, USA, Germany, Italy, Saudi Arabia, and others, on how to oppose “the logic of total war” that they claim Russia and Syria are perpetrating.

In reality, in Aleppo the Syrian government is successfully driving back the terrorists; and Russia is mobilizing support and relief supplies—including field hospitals, for the thousands now freed and in need.

Heinrich Heine’s famous concern comes to mind: “When I think of Germany in the night…”

Indeed, where is Germany headed, or rather, where is it drifting? The fact that Angela Merkel is going to run for a fourth term is not reassuring. Contrary to the impression she is attempting to create, four more years of a Merkel government are no promise of stability, but the opposite.

Both the Brexit and the election of Donald Trump to the U.S. Presidency are expressions of the rejection of the entire paradigm of neo-liberal “globalization,” which is just a synonym for the Anglo-American empire. That “globalization” has led to the impoverishment of growing sections of the population, to the benefit of the financial oligarchy, in all countries that have been subjected to the rules of neo-liberal monetarism.

That “globalization”—i.e., the City of London and Wall Street’s demand for unipolar supremacy over the world—is responsible for an entire series of wars based on lies, from Afghanistan to Iraq, Libya, Syria, and Yemen, which together caused the refugee catastrophe. “Globalization” also means color revolutions, a policy of regime change against democratically elected governments such as in Ukraine; it means the eastward expansion and encirclement policy of NATO and the EU, and it likely would have brought us sooner rather than later into a global confrontation with Russia and China under a Hillary Clinton administration.

Chancellor Merkel and the shocked Ursula von der Leyen represent this losing paradigm, and the idea of four more years—with no change in policy and absolutely no vision for the future—does not mean stability, but escalating political divisiveness in Germany and the disintegration of an EU in rebellion. With the next financial crisis, which is bound to come, the Merkel-Schaeuble duo is sure to foist the costs on the citizens once again, and risk chaos by so doing. The fragility of the abominable refugee deal with Erdogan and various governments in Africa, promises that it will only be a matter of time before this crisis again explodes.

Merkel represents this paradigm which is irreversibly sinking. Just like the 304 members of the European Parliament who have just voted for a resolution accusing Russia of conducting massive anti-European propaganda, she supports an EU and NATO policy which does exactly what they accuse Russia of doing. We must put an end to the logic of the Cold War once and for all.

President-elect Trump has said that he wants to cooperate with Russia and China, and has already held conversations with Russian President Putin and Chinese President Xi to this effect. Trump has even signaled that the United States would like to participate in the AIIB and cooperate with China’s New Silk Road policy.

In the space of only three years, China’s Silk Road initiative has become the greatest infrastructure and economic growth program in history, twelve times larger than the Marshall Plan if measured in today’s dollars. Seventy nations are cooperating with it, and more than 30 international institutions. China alone has provided 1.4 trillion Euros in investments; 4.4 billion people are already benefiting from an unbelievably multifaceted array of them—high-speed trains, energy generation and distribution, water management, new science cities, basic scientific research, innovation, joint research for space exploration, and so on. Xi Jinping has offered cooperation with the New Silk Road to every country on Earth on the basis of “win-win” cooperation. More and more countries are swinging into this new paradigm which, instead of being a zero-sum game, helps overcome poverty and underdevelopment for the common advantage of all.

For more than 25 years, I have campaigned for the program of constructing the New Silk Road, a program which I, along with my husband Lyndon LaRouche, proposed for the first time as a response to the Fall of the Wall and the disintegration of the Soviet Union. We have presented this concept at hundreds of conferences and seminars around the world since then, and now it is the policy of the majority of the human race. With your help, we can now put this program on Germany’s agenda—a program which would especially profit the Mittelstand (small and medium-sized industry), and from which many productive jobs would be created.

To create a real perspective and alternative for Germany, we don’t need an AfD [party] which has no solutions to offer, but, together with me, you can put cooperation with the United States, Russia, and China on the agenda in building the New Silk Road. That is, moreover, what General Michael Flynn, Trump’s new security adviser, had already called for in April 2015.

Germany must work for this peace policy for the 21st Century, a totally new paradigm which replaces geopolitics with the common aims of Mankind, and must make itself a part of a real “community of common destiny,” as Xi Jinping has put it.

Germany must also make an important contribution to the dialogue of cultures, which must accompany this new world economic order if we are to be successful. We in Germany have a rich heritage of humanist philosophy and Classical culture, which, wondrously, find an echo in the highpoints of other cultures. Only if we revive the best cultural expressions of all nations, and bring each other into a living dialogue, can we overcome the current civilizational crisis.

Join me in the fight to ensure that this extraordinary opportunity is seized in and for Germany—an opportunity for cooperation with the new, ready-to-cooperate administration in the United States, and the economic alternative which exists in the New Silk Road dynamic. If you do so resolutely, Germany can again become a nation of poets, thinkers, and inventors [a patriotic German expression: “ein Volk der Dichter, Denker, und Erfinder”], and future generations will enjoy progress once again.

Any frank assessment of the global situation at this moment must begin with a clear recognition that the entire trans-Atlantic financial system is hopelessly bankrupt, and must be replaced by an entirely new architecture. The too-big-to-fail banks are all dead, starting with Deutsche Bank, the Royal Bank of Scotland, and all of the Wall Street TBTF institutions. The Wall Street bank holding companies are holding $252 trillion in derivatives exposure, with only $14 trillion in dubious capital backing up those volatile gambling bets. The Italian banks are run by a criminal oligarchy, as the Italian population is being hard hit with murderous austerity. The same is true in France and elsewhere throughout Europe.

What is needed is an entirely new credit system, drawing upon those regions of the world—principally Eurasia—where genuine growth in productivity is taking place. Such a global reorganization is the only way to save entire nations that are now dying. The key question is: How will major powers, particularly China, Russia, and the United States, adjust to what is now feasible in the emerging post-Obama circumstances? Face it: Obama is political poison, and the sooner that he is gone from the political scene, the sooner that the needed changes can be launched.

Clearly, the immediate reinstatement of Glass-Steagall is the vital first step, but it must be recognized that, as the result of the policies of the last decades—particularly the last 16 years of Bush and Obama–a great deal of damage has been done, and it will be difficult to quickly undo the damage.

Germany can be a keystone for these changes, but Merkel has got to stop her protection of an already-dead system of trans-Atlantic power. She should give Russian President Putin the space to operate. If Putin and Trump can establish direct contact and work out some solutions, it will work. Eurasia is already operating in a way that is boosting genuine productivity. Much of the rest of the world, however, is starving. Putin understands these successes of Eurasia–he knows Asia is far better off than Europe. Trump has an instinct to understand the same thing.

The model that must be adopted is the actions taken by President Franklin Roosevelt in his first 100 days in office. This is going to require some hard kicking by a concert of world leaders. But it can and must be done. There is no alternative.

This was a major subject during the just-concluded APEC heads of state summit in Lima, Peru, where Chinese President Xi Jinping has also made state visits to Ecuador, Peru, and Chile a part of his itinerary, and where a mobilization is underway to build the trans-oceanic railroad, linking the Atlantic coast of Brazil with the Pacific coast of Peru.

Lyndon LaRouche spoke as follows in discussion with associates on November 10, 2016.

“The whole economic system is not ready to work. We’ve got to get that system functioning, not just a few things here and there. We’ve got to pull (together) a special kind of organization which facilitates the ability of getting more parts of the world in the hands of the other part of the world. Otherwise, the thing won’t work. You’ve got to pull things together. If you don’t have a connection, you don’t have a contract… What you’re going to see on this question is a more complicated thing. What you’re going to get is an understanding of a new conception of what international relations are. That’s what is going to happen, and that’s the way it will work. Otherwise, it will not work – for obvious reasons, for those who are familiar with the details of the German and so forth economies.

“One of the problems is that there is presently no qualified content of developing the relations among these nations. You’ve got to get an actual content, which has to be functional. That’s one of the things we have to work on, but that’s not in place now.

“The problem is that we do not have a defined international system which will secure peace. It doesn’t yet exist, and we’ve got to make it… It’s going to take a lot of work by people to do it, because it’s not just doing it by name; the problem is to understand how that can work. This can be done. This can be done with the collaboration of some parts of the world as a whole. The overall picture is not going to be easy, but there are some connections which could be made early. But there is a lot to do to get (it) in the right way of success.

“I wouldn’t depend on Trump. He’s going to do what he’s going to do, but don’t depend on him. You have to depend on the creation of a new system, not Trump’s system but a new system, a global system which will meet the requirements of the development of a true international system. And you have to organize people on that basis. You cannot just say, ‘We’re going to try to make this thing work.’ It won’t work. It won’t work. But we can start. I would say Germany,–Germany has a potential; if it wants to do so, it probably could make a good contribution… What Putin is doing is excellent, and it’s well integrated; China is becoming very well integrated in many respects. You’re getting development in parts of Asia. All these things are in place, but you’ve got to get the mechanism which makes it all come together in a syncretic way.

“Space science is the way that people have to operate, because space science incorporates the crucial elements which are lacking from other sources.

“You’ve got to get into the mind of the present population – internationally and nationally; you have to get into the mind of that person who has no conception whatsoever of what that mind requires. What you can do is you can do things which will prompt development, but its chiefly local development and regional development. We’ve got to get mechanisms of international trade and agreements thereof, and that’s what’s required urgently, right now!

“Odds and ends will not do this. So, therefore, don’t try odds and ends. You’ve actually got to get into the gut of the mind of the people of different nations. I’ve had a lot of experience in this thing. It doesn’t come out because of people who are not really understanding of what this is about, but looking in the course of history, you would say that I have a very keen insight into humanity. But not all the people in it are participating. That’s the problem.”

Options: 

As Lyndon LaRouche noted on Tuesday, an honest national vote will show that Americans reject Barack Obama and any continuation of his “legacy.” The hate that legacy of endless and costly wars, Wall Street impunity, economic stagnation and deindustrialization, indifference to rampant opioid and heroin addiction and despair. There is a sense in the American population, that with this election nightmare behind them, they can and must make big changes. LaRouche said today that though these changes may not be conclusive yet, much more is now possible.

Among millions of alert and intelligent citizens there is a groundswell for breaking up Wall Street’s casino, by re-enacting the Glass-Steagall Act of Franklin Roosevelt — for justice, and for the possibility of investing credit in the economy for a productive recovery.

This is shown in polls of Democratic voters; in Donald Trump’s promise in an Oct. 27 speech to restore Glass-Steagall; in the parties’ platforms; by candidates in Congressional races committing to restore Glass-Steagall and “Hamiltonian” credit for infrastructure.

Obama openly intends to use the “lame duck” period starting Nov. 9 to try to force through Congress his last insult — a Wall Street “trade agreement” rejected by American constituencies and candidates across the board. This is the Trans-Pacific Partnership, intended as his weapon to isolate and provoke China toward war.

But he can be beaten if Americans insist that the Congress pass Glass-Steagall immediately after the election instead. That will stop Obama from eliminating yet more productive American jobs; but it will do more. It will open the door to what EIR Founding Editor Lyndon LaRouche calls “four laws to save the United States” — beginning with Glass-Steagall and a national bank for productive projects of new infrastructure, on Alexander Hamilton’s principles.

Obama’s obedience to Wall Street and his constant wars and drone killings, his deadly dangerous provocations against Russia and China, are of one piece. Hillary Clinton continues them. Just as clearly, they are failed policies both economically and strategically — more and more Asian countries and some in Europe are realigning their economic plans to cooperation with China and Russia — as the United States should be! And just as clearly do the American people reject these policies. With Glass-Steagall, millions of Americans know the start of what they want instead, the trigger for returning to progress.

Let’s add to Obama’s legacy of failure, that he was the president who could not protect Wall Street from Glass-Steagall.

One thing that Donald Trump has correct is that Hillary Clinton’s plan to impose a no-fly zone in Syria, and to prioritize “regime change” against Assad over collaborating with Russia to crush ISIS, is a blatant and dangerous path to war with Russia, a war that would rapidly become nuclear.

Are Americans so demoralized and fearful that they would ignore this extreme danger and allow Hillary to become President? Hillary’s desperate response today was to release an ad comparing Trump to Barry Goldwater, itching to push the button, despite Trump’s repeated call for cooperation with Russia in fighting ISIS, as well as the obvious contradiction to her own failed effort to paint Trump as a dupe to Putin!

The volatile situation in the U.S. was exemplified by the release of an ABC/Washington Post poll today showing that Trump is trailing Hillary nationally by only 1%. The same poll only one week ago showed Trump trailing by 12%! While the press accounts point only to the announcement by FBI Director Comey that they are reopening the investigation into Hillary’s breach of classification law in her email usage, the unstated reality is that Donald Trump this past week took an abrupt turn by directly identifying Hillary’s Syria policy as a certain track to war with Russia, while also explicitly calling for the restoration of a 21st century version of Roosevelt’s Glass Steagall Act, separating speculative and commercial banking.

This warning of the threat of war by Obama and his clone Hillary, as well as the call for Glass Steagall, are both recognized internationally, especially in the U.S. Congress, as issues introduced and forced onto the national and international agenda by Lyndon LaRouche. While the citizenry is certainly disgusted by Hillary’s cavalier misuse of classified material, she is far more discredited by her war mongering and her subservience to Wall Street. It is in this regard that her weakness is exposed, both politically, intellectually, and morally.

Hillary was first exposed to the world as a puppet of Wall Street on July 13, 2015, while speaking in Manhattan, when LaRouche activist Daniel Burke ignored her refusal to take questions and asked her, several times, loudly, if she would restore Glass Steagall. While she refused to answer, the incident focused the world’s attention on the issue, forcing her to release a response later in the day, lying wildly with the line peddled by Wall Street itself that Glass Steagall wouldn’t have prevented the 2008 financial explosion on Wall Street, sticking to the failed Dodd-Frank bill sold to the public by Obama.

If further proof were necessary to show Hillary’s puppetry to Wall Street and Wall Street’s senior partners in London, today’s Financial Times of London chose to intervene in the politics of it’s former colony with an endorsement of Hillary for President! The FT editorial reads: “Mrs. Clinton carries enough baggage to fill a Boeing 747. She is not trusted by the majority of voters. But she is manifestly more competent than Mr. Trump…. Despite her faults, Mrs. Clinton is eminently qualified to be the first woman elected to the White House.” Perhaps they should have added: eminently qualified to continue the Obama tradition of obediently following instructions from London and Wall Street.

Helga Zepp-LaRouche noted today that the endorsement from the British Empire’s Financial Times is the kiss of death to her campaign.

While the world is astonished at the lunacy of the US election campaign, most of the nations on this Earth are proceeding to realign themselves with the new paradigm centered in Asia. China and Russia are building railroads, water projects, nuclear power plants, industrial infrastructure and more across Asia, Africa, Ibero America, and even in Europe, while the U.S. and the EU are imposing austerity, drug addiction and increasing poverty upon themselves.
