The boneheaded cruise missile attack in Syria would have occurred even earlier under President Rodham Clinton and there would undoubtedly be no-fly and safe zones already in place. Whenever the subject of American foreign policy catastrophes comes up, the word “Iraq” immediately comes to mind. But George W. Coming off a string of victories in the so-called Acela state primaries two weeks ago, GOP presidential candidate presumptive Donald J. Trump made what he described as a major foreign policy speech.
