Sleep on the streets to get help, councils tell homeless

A charity has claimed that councils are turning away homeless people and telling them to sleep on the streets in order to access help services.
St. Mungos found after a survey of homeless people that three-quarters of people slept rough after approaching councils for help with accommodation.
