The following appeal is being circulated internationally, including on the websites of the international LaRouche movement.

The upcoming NATO summit in Warsaw on July 8-9, is expected to be yet another provocation against Russia. By signing this call, we say “stop” this nuclear escalation, before the irreparable occurs!

The hour is grave. A new missile crisis is building, in a mirror image of that which led the Soviet Union in 1962 to deploy nuclear warheads in Cuba, at the doorstep of the United States. Today, the situation is the reverse. At the time, NATO was fighting the Warsaw Pact, today, it is organizing a summit in Warsaw!

We the undersigned observe that NATO is carrying out a provocative policy of “encirclement”:

1)The continuous eastward expansion of NATO towards the borders of Russia, despite the guarantees given by the West to Gorbachov in 1989 that this would not happen;

2)The deployment of the Aegis anti-missile defense system in Romania, Poland, Turkey and Spain. These weapons, equipped with MK41 launchers, can be used for defensive missions (air, land, sea), but also for offensive attacks with nuclear weapons;

3)The planned permanent rotational deployment in the Baltic States, Poland and Romania, of four battalions of 1,000 troops each, and heavy military equipment;

4)The creation of a “Nordic Front” against Russia, comprised of an alliance of NATO members Denmark, Iceland and Norway, and of NATO’s “Partnership for Peace” (Sweden and Finland);

5) The modernization of nuclear weapons, in particular the B61-12 bomb and the Long Range Standoff (LRSO) Cruise Missiles, based in Germany. U.S. Senator Dianne Feinstein said of these weapons: “The so-called improvements to this weapon seemed to be designed… to make it more usable, to help us fight and win a limited nuclear war.”

To put an end to this threat, we demand:

1)that our government adopt a policy of the “empty chair” (boycott) at the next NATO summit in Warsaw;

2)that our government announce its intention to leave NATO which no longer has any “raison d’être”.

To escape the current countdown to nuclear war, we also call on our government to create without delay the conditions for a new global peace and security architecture, based on the win-win cooperation proposed by the BRICS, cooperation which Europe and the United States, in their own interests, should join in.

The vast efforts we deployed in the 20th Century for war, must be mobilized today for peace and mutual development!

Japanese Prime Minister Shinzo Abe plans to announce a fiscal stimulus package of as much as ¥10 trillion ($90.7 billion), which includes the acceleration of its timetable to build a maglev line that will connect Tokyo to Nagoya, and eventually proceed to Osaka, reported Bloomberg, citing Nikkei newspaper May 27. This plan emerged in the context of Abe trying to introduce reality in the form of warning “of the risk of a global economic crisis” in the final communiqué by the G7 heads of state and government meeting May 26-27 in Ise, Japan, but Obama and Cameron blocked him.

This proposed maglev line is one of the most ambitious of any such plans. The Central Japan Railway Company began full-fledged construction work on Dec. 18, 2015, starting the digging of a 25 km tunnel that will run below the Hida, the Kiso and the Akaishi Mountains. This line will travel 286 km from Tokyo to Nagoya, and 86% of it will be underground.

On Dec. 20, 2015 Construction Week Online reported,

“Notably sections of the tunnel will lie under 1,400 meters of mountains, the longest such distance for any railway tunnel in Japan, and the work will face high overbearing pressure and the risk of high-pressure underground water due to the complicated stratum in the central part of the Japanese archipelago.

“‘It’s inevitable that workers will fight against high-pressure spring water. The project will involve the most difficult construction in the history of Japanese mountain tunnels,’ said Atsushi Koizumi, a professor of tunnel engineering at Waseda University.”

The tunneling work, and laying of the route, which together require a leap in engineering capability, will take ten years. The maglev line is projected to start operations in 2027, and will connect Tokyo to Nagoya in 40 minutes. That route would then be extended to Osaka, which had an original completion date of 2045, but now the Abe government is saying it will take 8 years off that timetable. The maglev from Tokyo to Osaka, a distance of 503 km, will take 67 minutes.

The maglev will “fly” on a magnetic cushion on this route at maximum cruising speeds of 505 km/h (308 mph), However, the Central Japan Railway Company is pushing the limit. On April 21, 2015, its test run, carrying 49 employees, achieved a top speed of 603 km/h (373 mph).

Now think again of the G7 meeting: The maglev is the physical economy concept that Abe pictured in his mind, when he opposed the British and Obama who can think of gambling tables and looting.

Japan and China have both announced significant new capital investments in critical infrastructure in the past days, that will further advance what Lyndon LaRouche and Helga Zepp-LaRouche have promoted for decades under the Eurasian Land-Bridge and World Land-Bridge design.

The Chinese government has announced plans to invest $750 billion over the next three years in rail and road projects in the most impoverished and isolated areas of the country.  Over 300 separate infrastructure projects will link these areas to regional agro-industrial hubs, with the aim of lifting every citizen of China above the poverty level by 2020!

China has, at the same time, announced plans to seek partner nations for exploration and development of the Moon, a project in which China has taken leadership for all of mankind.

Japan, as reported in recent days, has announced a $90.7 billion investment in the planned maglev line, linking Osaka in the south (“The Chicago of Japan”) to Nagoya and on to Tokyo. The project will entail the digging of tunnels through major mountains, posing major engineering challenges.  Already, test runs on the Japanese maglev system have produced speeds of over 600 kilometers per hour.

These announcements by the second and third largest economies in the world underscore the larger drive towards Eurasian integration, which has been also highlighted by the recent visits of India’s Prime Minister Modi to Iran, the Indian President Mukherjee to China, and upcoming delegations from China and Iran that will be going to Russia this week to plan out further scientific and technological collaboration.  Next month, the Shanghai Cooperation Organization will be meeting, and both Pakistan and India will be granted full membership status, with Iran also expected to be invited to launch the full membership process.  The SCO will thus soon incorporate half the population of the planet.

Contrast Russia’s “Asia pivot” with the war drive coming out of President Obama, heavily directed against both China and Russia.  Russian President Putin’s close friend, Maestro Valery Gergiev has announced a major concert series from July 30-August 10 in Vladivostok, which will feature the Mariinsky Threatre Orchestra, along with musicians and other performers from China, Japan, South Korea and other nations of the Pacific region, including the United States.

These profound initiatives, along with the looming breakdown of the Western—British Empire—financial system are behind the escalating war provocations coming out of London and Washington and NATO headquarters in Brussels.  As Lyndon LaRouche observed over the weekend, Japan is in the process of breaking free from the vise grip of the British Empire and Obama, as evidenced by the deadlock of the G7 heads of state and government meeting over Prime Minister Abe’s warnings about the financial crisis, and his and Hollande’s urging that Russia must be fully reintegrated into the G8.

A major breakthrough with international implications took place in the Yemeni capital San’a yesterday May 26 in the annual National Forum for Financial Assessment organized by the Finance Ministry. The two-day conference was sponsored by Mohammed Ali Al-Houthi, Chairman of the Supreme Revolutionary Committee (de facto President of Yemen), and acting Finance Minister Mohammed Naser Al-Jund, and the presence of acting Prime Minister Talal Aqlan, and about 500-700 finance ministry officials, government institutions, private financial and economic corporations and civil society organizations.

The Schiller Institute friend Fouad Al-Ghaffari, chairman of the Advisory Office for Coordination with BRICS, a private advisory group, was invited by the Finance Minister to present his vision for Yemen, in a speech and power-point presentation in the second day of the conference. Al-Ghaffari presented his Office’s policies and principles: Joining the BRICS new economic system, Joining the New Silk Road strategy, Joining the Shanghai Cooperation Organization, establishing a National Reconstruction Bank on the basis of national credit, and that these economic aspects must be included in any and all current and future peace negotiations currently sponsored by the UN with the Saudi-backed government-in-exile. Three of these demands were included in the final list of recommendations presented by the Forum to the government: 1. Establishing a National Committee for Coordination with the BRICS, 2. Establishing an “operations room” to found a National Reconstruction Bank, and 3. including the economic future of Yemen in the peace negotiations.

In total, there were 18 recommendations forwarded to the government from the Forum, but these were the most important and gained a wide coverage in the Yemeni TV and paper print media. Al-Ghaffari’s speech was featured in the evening news covering the conference. If the governmental Committee for Coordination with the BRICS were to be establishes, most of the other recommendations would be achieved, since the Al-Ghaffari group has already designed solutions for the reconstruction and revitalization of the economy in partnership between the state and private sector.

Al-Ghaffari and his team, which has expanded from a few individuals to dozens in the process of the nationally-covered series of readings of the Arabic translation of the EIR report “The New Silk Road Becomes the World Land-Bridge”, were invited to participate in this Forum, and they were allowed to distribute hundreds of leaflets of the Office’s program and hang a massive poster of the World Land-Bridge in the courtyard of the conference building. Copies of the EIR report were presented to the top officials on this and other occasions, including to Mohammed Ali Al-Houthi, Finance Minister Al-Jund, The head of the Office of the Presidency of the Republic, the acting Defense Minister, and acting Education Minister.

According to the official news agency Saba News, in the concluding statement of the Forum, the conference attendees denounced the “unjust and criminal economic blockade imposed on the nation by the alliance of aggression, which is tantamount to a war crime as it deprives the people of Yemen from its most basic human needs.” They also called on the government to hasten the process of establishing a national committed for coordination with the BRICS, and establishing an operation’s room for founding a national bank for reconstruction.

The conference also called for activating the contacts with international humanitarian organizations to lift the blockade, and ending the war of aggression, and resuming the export of oil and gas and other national products. It also called for lifting the freeze on national assets, and hard currency abroad.

This is the most spectacular act of resistance against the Anglo-America-Saudi genocidal empire anywhere in the world today. These Yemeni patriotic forces never succumbed to the pressure of war and genocide perpetrated by the Saudi, American, and British weapons and mercenaries against their people to abandon the greatest and highest ideas and visions for the future of their nation. It is time that the world community, and especially the BRICS to react now to support a political solution for the war waged on Yemen today. The day before this conference, Al-Ghaffari met shortly with the Russian Ambassador, Vladimir Dedushkin, who was on a one-day visit to Yemen, in the San’a airport and presented to him his vision for Yemen and handed him a copy of the EIR report. Dedushkin’s resident Charge d’Affaire, Oleg Dorlimov, was also present at the meeting and was instructed by the Ambassador to coordinate with Al-Ghaffari’s Office for Coordination with the BRICS. Russia and China are closely monitoring the ongoing UN-sponsored negotiations in Kuwait between the patriotic forces and the Saudi-backed government in exile. The patriotic forces seem to have drawn a line in the sand implying that any peace in Yemen must include massive economic development at the highest level, with new principles of national credit and application of the most advanced technologies to secure the future for the Yemeni young generations.

Ramasimong Phillip Tsokolibane, leader of LaRouche South Africa, released the following statement on the occasion of Africa Day, May 25.

As we approach Africa Day, May 25, and the end of Africa Month, I must state clearly that the continent and its peoples stand at a crossroads.

Either we align ourselves with the emerging new economic order of the East, led by Putin’s Russia, China, and the BRICS alliance (of which South Africa is the only African member), or we continue to submit to policies of the collapsing trans-Atlantic system, led by the British Empire and its lap dog, U.S. President Barack Obama, which will lead to the genocidal slaughter of our populations, and to the likely extinction of the entire human species in a general thermonuclear war.

The choice of any sane person should be obvious. Do you choose to live, do you choose for your children to have a future? Or do you choose to die a horrible death, in a dying system of British imperialism, which has brought misery and death to Africans in recent centuries? The problem is that people refuse to confront this obvious reality, refuse to think in terms of the world as whole, or even in terms of our continent as whole, and instead focus on local or petty issues as presented by mis-leaders and lying media.

To understand our problems, you must try to live in the future, and look back, so to speak, on these current times and our actions in them, with the realisation that the future we desire must define and determine our actions today. From the future, you can see the possibility that our children and grandchildren will live in an Africa marked by great leaps in economic development, that give each person the possibility of a productive and creative life. A continent no longer dark from lack of electric power and in an underdevelopment and misery enforced by a financial imperialism, but instead dotted with nuclear plants and even fusion reactors powering new cities and industry. An Africa no longer looted of its vast resources by foreign imperialists, but one which makes use of these resources with our own industrial and processing plants, that produces food for its people and for export on fair terms to other regions of the globe.

We can see an Africa whose scientists contribute to new discoveries of physical principles that take man beyond this planet and beyond our solar system to our destiny in the stars. An Africa whose medical practitioners are armed with new weapons to conquer disease, not just for our continent, but for the benefit of all mankind. See Africa and Africans contributing mightily, as it and they should, to the progress of a mankind, which has abandoned geopolitical fighting for hegemony, and instead fights together for the common good of all, truly free to pursue happiness, in the perfectibility of our unique species.

I see that Africa unified in purpose and spirit, while diverse in cultural richness. I see an Africa progressed beyond the manipulations of tribal and national destinies such as take place now, and the bloodshed they bring, having given way to a solidarity of humanity, absent the racism of imperialism. I see an Africa at peace, derived from belief in the power of human creativity, the unique power and capability of every human child, no matter where he or she might be born.

My vision is the same that has guided the great American statesman and economist Lyndon LaRouche, whose movement I represent in South Africa. My vision is not of some distant and never-reached utopia, but something attainable in concrete policy steps that must be taken today.

We have all lived too long in an Africa and a world defined by the racism and evil of the bitch Queen of the British Empire and her retinue, including those traitors and lackeys in our own country. We have been told that we Africans are inferior to our Imperial ‘masters’, that we are animals, some higher form of ape. We have been made to perform tricks for our `masters’ on the pitch and in other arenas of sport for pay, as if trained monkeys. And as mere animals, our British ‘masters’ believe it is their right, even their obligation, to reduce our numbers, as they see fit.

But the days of the bitch Queen and her imperial system are numbered. Led from the East, by Russian President Putin and his allies in China, there is now a force for good, a force for development, a force for the dignity of man. They continually confound and outsmart the stupid imperialists, who respond by threatening all-destroying thermonuclear war.

The choice for Africa is obvious. The courageous decision by my country—to side with Putin’s Russia and with China and join the BRICS—is a statement of sanity, and it weakens the imperial enemy. The efforts to reverse this decision through regime change is an operation directed on behalf of the interests of those who will slaughter Africa, even if some of the petty and stupid people involved do not realise this.

On this day and in this month dedicated to Africa, let us make the choice for Africa’s future. Let us choose the BRICS. Let us choose life. Let us choose the dignity of man and spit in the face of the British Empire and all who bow and scrape to its decadent leadership. Let us finally walk away from the dark shadow of British imperialism and into the light, and walk to our destiny along the pathway the great Mandela envisioned for us, and all Africans. Why shouldn’t the first people on Mars be led by an African woman?

Tuesday’s House Foreign Relations subcommittee hearing on Saudi involvement in international terrorism had some extraordinary moments that demonstrated that at least some Members of Congress have been listening to LaRouche’s exposes of the British ownership of the Saudi Monarchy and regime.

Rep. Brad Sherman (D-Cal.), a strong advocate for the release of the 28 pages, responded to a question about whether the United States could get the Saudis to stop sponsoring jihadist terrorism, by making the point that the Saudis listen to the British, and never defy British demands.

Rep. Dana Rohrabacher openly stated that the Saudis “had to have” known in advance about the looming 9/11 attacks.  He reported that he had had sources close to the Taliban leaders inside Pakistan telling him four months before Sept. 11, 2001, that a big attack against the United States was coming, then asked whether anyone believed for a moment that the Saudi Royal Family did not know in advance of the 9/11 attacks.  He said that the Saudis are directly financing terrorism; that the intent was not just to kill 3,000 people, but to kill 50,000-100,000 people. He reminded the attendees of the Boston Marathon bombing and San Bernardino attack as but two incidents in this pattern. Rohrabacher actually asked the four witnesses to raise their hands if they believed the Saudi Royals knew in advance about the planned 9/11 attacks, and two of them, including former Rep. Tim Roemer, a member of the 9/11 Commission, raised their hands in agreement.

This week, five additional Members of Congress signed on to H. Res. 14, demanding the release of the 28 pagers:  Ryan Zinke (R—Mt.), Peter DeFazio (D-Or.), Ileana Ross-Lehtinen (R-Fl.), David Cicilline (D-RI), and Al Green (D-TX).

The Saudis are plainly hysterical over the momentum that has been built around both the JASTA bill and especially the juggernaut for release of the 28 pages and all of the remaining classified material from the two official investigations.

Not only have the Saudis been circulating a 104-page dossier, The Kingdom of Saudi Arabia and Counterterrorism, claiming that Saudi Arabia is in the lead of the fight against ISIS, Al Qaeda, and all of the jihadist groups, and is America’s number-one partner in the Global War on Terrorism.  The Saudis have one of their big PR firms circulating a 38-page white paper, claiming to refute the evidence of their role in 9/11.  It is a pathetic, sophistic cut-and-paste of all of the statements from the earlier court rulings, and highly selective fallacy-of-composition quotes from the 9/11 Commission findings, and quotes from people like John Brennan, and turncoats Lee Hamilton and Tom Kean.  The lobbying firm that produced and is circulating the document is Qorvis MSLGroup.

Qorvis has been on the Saudi pad since the original Sept. 11, 2001 attacks.  The firm was hired at a fee of $200,000 a month to repair the Saudi reputation in Washington, after 15 of the 19 9/11 hijackers were revealed to have been Saudi nationals. They have been retained ever since, at higher pay.  In December 2002, Philip Shenon, who would later author a devastating expose of the role of Philip Zelikow as the Bush Administration mole assigned to sabotage the work of the 9/11 Commission in his book The Commission, wrote in the New York Times that three executives of Qorvis had resigned, largely in protest over the firm’s work for the Saudis, covering up evidence of the Kingdom’s role in promoting and financing jihadist terrorism. Qorvis also is the official registered agent of Bahrain, a virtual colony of Saudi Arabia.  As the probes into 9/11 got closer to the role of the Kingdom and leading princes and government officials, Qorvis hired Matt Lauer to handle the Saudi account. Lauer headed the U.S. Advisory Commission on Public Diplomacy at the State Department before joining Qorvis.

Wednesday’s New York Post headlined that Sen. Chuck Schumer, prime sponsor of the JASTA (Justice Against Sponsors of Terrorism Act) bill which just passed the Senate, had put a significant loophole in the bill just before its passage.

The Post‘s key researcher on the case of Saudi Arabia’s role and the FBI’s complicity in the 9/11 murders of 3,000 Americans, found that an amendment in the very final draft allows the U.S. Attorney General or Secretary of State to stop litigation against the Saudis for 180-day periods. They have only “to certify that the United States is engaged in good-faith negotiations with the foreign-state defendant concerning the resolution of claims against the foreign state,” the legislation reads.

Such Congressional tricks are rarely exposed so prominently and quickly as this one, appearing on the Post‘s front page today, indicating how hot the issue of Saudi monarchy involvement in the 9/11 attacks now is in New York.

EIR Founding Editor Lyndon LaRouche — who exposed the Saudi-British role live on a radio talk show while the 9/11 attacks were occurring and consistently since — said today that Schumer’s monkey wrench will make the population, especially of New York City, furious. “It shows that there are no quick fixes,” LaRouche said; “there must be a shift in the United States overall, to crush Obama and his British controllers.

“They won again,” he said, “and the forces for this are not strong enough yet. We need a bigger authority to step in: the world;  Putin’s Russia, and China.” The U.S. Congress are “a shabby government, without real authority. China and Russia are the keystones to what’s going to happen. Some people have not recognized that yet,” LaRouche concluded.

Humanity faces a grave threat over the coming summer months; we could even have general world war as early as June, Lyndon LaRouche told associates in a discussion the evening of May 24. And if it happens, it will be a serious war; it won’t be the kind of non-serious war that President Obama and his British controllers foolishly think they will be able to wage against Russia and China.

It will not follow Obama’s war plan, LaRouche emphasized, which is nothing but stupidity of the worst kind, focused as it is on utopian dreams of wunderwaffen, “blinding attacks,” and “fail-safe artificial intelligence systems of unmanned missile defense”—all premised on the non-existence of human creativity, and therefore of unexpected strategic flanks. In so doing, Obama is following right in the footsteps of Lord Bertrand Russell, whose entire life was dedicated to the denial and destruction of human creativity, including calling in 1946 for launching preemptive thermonuclear war against the Soviet Union—as Obama is now doing with Russia.

Obama is not a competent general, LaRouche noted, and Russian President Vladimir Putin is well aware of that. Obama is a blusterer and a killer, but he is not a soldier. His power is seriously overrated: all he wants to do is kill people, and he takes delight in doing that. Putin, however is, not bluffing, whereas his enemies are.

With what Putin is now doing—flanking and confounding Obama and the British in strategic theaters stretching from Syria to the Far East—and if the cards are played right, LaRouche stated, the British will take a licking in their drive for open warfare.

In an earlier webcast discussion with the LPAC Policy Committee on May 23, LaRouche had elaborated that Putin “is a man of true courage. It’s not bravado; it’s true courage. Saying that mankind has a destiny to realize in the future; and that is what courage is—the ability carry into the future what is needed.”

Putin’s flanking operations are unique. He has a demonstrated capability to mobilize others, both inside Russia and abroad. He has forged a solid strategic alliance with China, the scientific-economic powerhouse of the planet. And he has just surprised and stung Obama—again!—by establishing in-depth cooperation with most of the nations of Asia, on the very eve of Obama’s current tour in that area, in which he had intended to marshal the region for war against China and Russia.

The key to strategic victory, LaRouche stated, is the same kind of creativity that guided the U.S. space program under Kennedy, and is guiding China’s current plan to go to the far side of the Moon.

“You have to look for something that is something that you have never defined; and you are going to find a solution experimentally for something that has never been defined before,” LaRouche said. “When mankind is able to dump popular opinions on the street, for example, that is when you get discovery. That is when you get progress!”
